About the Position: This is an EXCEPTED SERVICE POSITION which may be filled by a TERM appointment NTE 13 months and can be extended up to a total of 4 years.
TDY may be required.
This position may be located in various locations throughout Afghanistan. The Afghanistan Engineering District has a District headquarters and various resident offices to execute the projects throughout the country. The position is under the supervision of the District commander within AED.
The job provides the opportunity to learn how USACE operates in a reconstruction effort. You will deal with competing priorities and corporate approach to improving programs and methods of operation. Work may entail extended work shift of 12-18 hours a day. Foreign post differential of 35% is authorized while TCS/TDY to a downrange location. Additional compensation of 35% over basic compensation will be granted to employees for a service at designated danger pay costs. Locality rates of pay in CONUS will not be used for pay setting when transferred to overseas area.
Specialized Experience: Professional and expert knowledge of civil engineering principles and practices applicable to the full range of engineering duties enabling the incumbent to produce complete engineering cost estimates for a wide range of complex multi-contract projects involving complex technical issues. Expert knowledge of cost estimating, construction engineering and scheduling in order to provide advice to designers and construction managers during both the design and construction of the project. Must have broad understanding of the many complex technical issues which face designers and constructors within various engineering/architectural disciplines such as civil, mechanical and electrical engineering/architectural fields, and use this knowledge and understanding to produce accurate cost estimates and schedules for the programming, budgeting and contract award of complex multi-contract projects.
GS-12 and above: Bachelor's degree directly related to this occupation and 1 year of experience directly related to this occupation equivalent to the next lower grade level. The experience described in your resume will be evaluated and screened for the Office of Personnel Management's basic qualifications requirements, and the skills needed to perform the duties of this position as described in this vacancy announcement. Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction. One year of experience in the same or similar work equivalent to at least the next lower grade or level requiring application of the knowledge, skills, and abilities of the position being filled.

In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the reemployment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5, United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate. Overseas unaccompanied tour. Locality pay does not apply in the overseas area. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.

Must be able to obtain and maintain a Secret security clearance. Position is designated as Emergency Essential. A medical examination is required. Immunization screening is required. You will be required to provide proof of U.S. Citizenship. If selected, official college or university transcript must be submitted. Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration. Direct Deposit of Pay is Required. Position requires employee to wear a uniform and/or protective clothing.
