The Bridge Management Engineer will be responsible for maintaining and developing Hillsborough County’s Bridge Management Program. This will include analyzing and producing a recommended annual network level repair, rehabilitation and replacement list for present year and 5 and 10 year projections based on available budgets. Budgets may be developed from multiple funding sources and investigation and applying for available grant funding sources. Close coordination with management, maintenance and construction service units, other staff and consultants will be required. Performs licensed professional engineering work as the team lead for a small team at the supervisory level involving the program planning, project management and development, and oversight of design, construction, maintenance and operation of public works bridge projects and facilities.
JOB SPECIFIC COMPETENCIES
Knowledge of the principles and practices for assigned functional area.
Knowledge of bridge management or similar asset management systems. Must be able to plan and implement GIS analysis and map outcomes, produce bridge condition data and other related map documents.
Knowledge of equipment and hardware requirements to obtain bridge condition data.
Knowledge of bridge design and rehabilitation, based on Florida Department of Transportation design criteria.
Knowledge of inspection processes and techniques, software and hardware. Knowledge of bridge management, civil engineering, and environmental engineering principles and practices.
Knowledge of geographic information system (GIS) software.
Knowledge of bridge management software and manipulation.
Knowledge of large and/or complex public works construction projects and project management methods and practices.
Knowledge of computer modeling and computer aided drafting and mapping software and applications associated with bridge management.
Knowledge of federal, state and local laws, regulations and ordinances, and other professional sources of information pertaining to public roadways, infrastructures, and environmental permitting.
Knowledge of the principles and practices of land surveying.
Knowledge of county comprehensive planning, capital improvement projects and growth projections.
Knowledge of field testing, sampling and investigative techniques and procedures related to bridges.
Ability to develop scopes of work and special conditions for design and construction contracts and maintain relationship with bridge management consultants.
Ability to develop and utilize computer applications for engineering modeling, design, drafting, and mapping.
Ability to manage, train, schedule, assign, monitor, review, and evaluate assigned staff.
Ability to comprehend and apply engineering, scientific and technical principles and methods to plan, formulate and carry out programs and policies.
Ability to write complex technical reports.
Ability to review, sign and seal the subordinate staff works.
Ability to effectively communicate with internal and external entities with considerable interpersonal and managerial skills.
Excellent people skills and a firm understanding of the bridge management program are a must.

Oversees bridge design, maintenance, repair and rehabilitation strategies, and is responsible for analyzing and identifying bridge rehabilitation techniques for project development and design.
Oversees field inspectors to complete condition inspections on a scheduled cyclical basis while following federal and state inspection process.
Trains and assesses field inspectors’ performance, as well as, performs and coordinates data collection.
Reviews haul routes and resultant deterioration, making recommendations for repair and working with contractor / operator to correct deficient conditions.
Provides contract administration including creating work orders, tracking progress, approving invoices and working with consultants to maintain the continuity of service of the contract.
Investigates and responds to citizen inquiries about bridge and road conditions.
Manages and is responsible for one or more phases of large public works projects.
Manages the bridge capital improvement program (CIP) award and procurement.
Signs and seals engineering documents.
Manages public works project closeout activities.
Oversees a public works project/program.
Conducts pre-bid/preconstruction conferences and other meetings as required.
Recommends staffing requirements and budgets.
Supervises the work of professional and technical subordinate staff by scheduling, assigning and reviewing work, providing training and counseling, and evaluating performance.
Evaluates bids for consultant performance.
Develops large and complex project goals, objectives, strategies, policies, procedures and budgets.
Serves as expert advisor on bridge construction projects to technicians and engineers on complex design/construction problems.
Performs other related duties as required.
Three years of post-registration experience as a Professional Engineer.
Or an equivalent combination of education, training, and experience that would reasonably be expected to provide the job-related competencies noted below; and
Registration in the State of Florida as a Professional Engineer or the ability to obtain a Professional Engineer's license in the State of Florida within six months of employment.
