The Project Manager will focus on rehabilitation of District facilities and remodel of buildings including providing technical and project management support on related projects, including civil design, process evaluation, facilities planning, engineering, construction, and operation. While working as part of a team the Project Manager will plan, monitor, and supervise on-site construction activities. This position acts as a liaison between Division Managers and regarding project progress and changes, while insuring project management and operational activities comply with company requirements. Some responsibilities include; interpretation of design and application of construction methods, the daily tracking of project progress, operational management activities, submittal preparation and review. Along with RFIs oversight and coordination of subcontractors, oversight of various project specific field engineering requirements, and compliance in safety related tasks. This position works closely with field staff making adjustments in schedules and work approaches to accomplish project goals. Work at this level requires extensive civil/structural engineering experience, including work at the lead engineering level. Has extensive knowledge of commonly used concepts, practices and procedures within the field of civil/structural engineering and design. Work is technical in nature, and relies on extensive experience and independent judgment to perform the functions of the job position.
Example of Duties:
•Evaluates and recommends professional consulting services for assigned projects; develops and disseminates Requests for Proposals (RFPs) Requests for Qualifications (RFQs); and Invitation For Bids (IFBs); assists in the negotiation, preparation and administration of professional services architectural/engineering services and construction contracts; and recommends and prepares amendments to professional services contracts.
•Implements project goals and objectives through project administration, developing project cost sheets, monitoring and verifying progress milestones, performing independent cost estimates and making recommendations on project items
•Reviews engineering plans, drawings, sketches, specifications, calculations, cost estimates, and analyses for implementation
•Ensures that projects confirm with applicable County, State, and Federal codes and regulations, and are appropriate, cost-effective and in conformance with generally accepted principles of construction and design.
•Reviews and recommends the approval of project proposals; coordinates design and planning services for assigned projects; and reviews design concepts for compliance with development plans.
•Develops, prepares, and monitors project budgets, submits budget justifications, and monitors and controls expenditures. Prepares the preparation of program budget forms, reports, and work sheets.
•Reviews and approves invoices from contractors. Monitors financial reports to ensure proper accounting of project expenditures. Coordinates with appropriate parties to resolve issues.
•Attends and participates in professional meetings and makes presentations as needed
•Working knowledge of construction equipment and techniques, drawings and specifications, building materials, and required standards applicable to the project.
•Develop, implement, supervise, and review all testing and inspection processes for the construction quality management.
•Obtain and maintain all construction permits.
•Define and implement procedures for posting revisions and updates to as-build construction documents.
•Address any special requirements or provisions that affect contract documents.
•Develop and distribute RFIs and Change Orders.
•Develop Equipment Coordination, Furnishings, Fixtures matrices, and coordination matrix for source, sizing, compatibility, and control of equipment provided or installed under the contract
•Performs related duties as required.
Equivalent to a Bachelor’s degree in a professional or technical field of study in Civil Engineering or a directly related field to the specific assigned projects. Some assignments within this classification may require advanced degrees, and/or certifications or licenses in specific technical fields of study such as Civil Engineering.
Five (5) years of increasingly responsible experience in one or more positions directly related to the specific assigned projects; including four (4) years of verifiable project management experience, that included supervision of assigned staff.
Graduate Degree or Certification as a professional Civil Engineer in the state of California; Certification as a PMP or CCM; Experience working on federally funded FTA Projects
Must maintain the physical condition necessary to perform tasks in an office setting operating a computer, keyboard, and other peripheral equipment; and safely drive a District automobile. Some positions may require the ability to walk, stand, and climb short distances in public, transit, or construction settings in order to inspect the progress of assigned projects.
