The Capital Project Delivery Manager is a working manager responsible for planning, organizing, coordinating, directing and delivering capital improvement projects. This position is also responsible for supervising the work of staff and leading the Capital Projects Division within the Public Works Department as a Division Manager. Performs senior level project & program management, with a high degree of latitude, requiring initiative and independent judgment on assigned efforts while utilizing sound professional judgment. Demonstrates planning and organization skills to establish and manage priorities, delivery of Capital Improvement Program (CIP) projects and manage the overall CIP program.
This position performs highly complex program & project management skills that includes one or more functional areas such as project management, design management, transportation, project reviews, construction administration, traffic engineering & planning, surveying & mapping, and general civil engineering pertaining to roadways, drainage, bridges & railway crossings. Involves high levels of coordination with local developers, property owners and the general public. Requires the ability to develop and deliver projects from concept through design and construction. Develops preconstruction and during construction schedules, budgets, plans, specifications and estimates and construction management programs utilizing City and external resources. Establishes and maintains partnerships with other disciplines within the department, other City staff, regional agencies, developers, contractors, land owners and the general public.
Bachelor's degree in Civil Engineering, from an ABET accredited institution, Construction Management, or a closely related field and at least seven (7) years of progressive project management, program management and/or engineering experience including at least three (3) years of supervisory or lead experience. An equivalent combination of education, training and experience which provides the required knowledge, skills and abilities may be considered. Must possess a valid Colorado driver's license. Registration as a Professional Engineer is preferred.
