Position Summary:

Under general supervision of the City Traffic Engineer/Division Manager, the Traffic Engineer will perform professional engineering work in the planning, design, inspection, and administration of public works projects with emphasis on traffic engineering projects; and provide technical and functional supervision over other traffic engineering and operations staff.

This is a journey-registered level position in the professional engineering series and includes assignment of the full range of professional engineering duties and by possession of registration as a professional engineer within the State of Arizona. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the traffic group.

Education and Experience:  

A Bachelor’s Degree in Civil Engineering or related field and registration as a Professional Engineer (PE) in the State of Arizona. Must possess a valid Arizona driver’s license or obtain within 30 days of employment.Four (4) years of civil engineering practice, with an emphasis on traffic and transportation. A minimum of two (2) years in a supervisory capacity is preferred. Use of transportation modeling and/or signal timing software is preferred. Any equivalent combination of education, experience and training which provides the knowledge and abilities necessary to perform the essential functions of the position will be considered.


  • Supervises the Traffic Engineering and Operations staff.
  • Manages staff and activities to maintain traffic control, signing, and striping citywide to provide an efficient and safe transportation system.
  • Coordinate public works and traffic engineering activities with other city departments and outside agencies and represent the Public Works Department at a variety of meetings.
  • Responsible for planning and directing the collection of traffic data, oversee data collection form and content, review and analyze data collected and collision data provided from Police, and prepare a variety of traffic engineering and safety reports.
  • Receives, investigates, and prepares reports of service requests from the public and other sources addressing vehicle, bicycle and pedestrian conditions and problems.
  • Designs and develop traffic mitigation solutions to improve safety, and improve traffic efficiency.
  • Review, analyze and develop traffic signal plans and strategies using analysis software (Synchro) to improve city-wide traffic signal operations.
  • Identify and explain traffic impacts for developer proposals; participate in plan check review and processing of plans;
  • Reviews, processes and approves private development and CIP engineering plans, affecting city streets and traffic control devices
  • Participates in the Pre-Application Conference review. Prepares written requirements for traffic and other infrastructure needs associated with private development projects, as needed.
  • Coordinates with private sector engineers and City inspectors, to resolve construction phase problems and requested changes related to traffic.
  • Participates in the activities of the Capital Improvement Program as necessary including review of all engineering areas related to capital projects to ensure coordination between private development review/processing/approval activities, traffic engineering and operations and planned infrastructure improvements.
  • Participate in selected capital project meetings when projects bear a relationship to existing or proposed traffic and transportation infrastructure or other private development-related concerns. Prepare Requests for Qualifications and Requests for Proposals; assist in the selection of consultants; manage consultant contracts; review consultants' work and provide technical guidance.
  • Coordinate with Capital Project Managers and City Inspectors to resolve problems during construction that require the expertise of a Professional Engineer related to traffic elements.
  • Coordinate, and attend the Pedestrian, Bicycle and Traffic Advisory Committee (PBTAC) monthly meeting, and other public meetings for capital improvement projects, as needed.
  • Coordinates and/or resolves questions and concerns from the public and represents the City at internal and external meetings involving traffic items, all while working in a self-motivated manner or upon direction by the City Traffic Engineer.
  • Assist in the preparation of council memos, presentations, budget reports and project scoping documents as needed. Other duties as assigned by the City Traffic Engineer

Knowledge, Skills and Abilities:

  • Knowledge of street ad traffic control systems including signals, signing and marking.
  • Knowledge of work area traffic control and barricading.
  • Knowledge of bicycle and pedestrian facility design and operation.
  • Knowledge of traffic engineering measurements including manual and automated speed, volume, turning counts.
  • Knowledge of current literature and research in the traffic engineering field such as the Manual on Uniform Traffic Control Devices (MUTCD), and the AASHTO Green Book. 
  • Knowledge of budget preparation, monitoring and administration.
  • Skill in recognizing hazards within street rights-of-way.
  • Skill in preparing written communications for administrative and technical purposes.
  • Skill in oral communication in one-on-one and group situations, utilizing public relations techniques in responding to inquiries and concerns.
  • Skill in establishing and maintaining effective working relationships with State, Federal, and other local officials, elected officials, vendors and suppliers, and City residents.
  • Manage capital improvement projects and lead in-house design projects.
  • Knowledge of City of Prescott General Engineering Standards and Quad City Standard Details.
  • Knowledge of methods and techniques of cost estimation, planning, budgeting, design consultant procurement and contract administration, construction inspection and project management and review/approval of consultant and contractor pay estimates for public works projects.
  • Skill in organizational relations with immediate supervisor, subordinates, peers, and key contacts in other City departments.
  • Must possess a strong commitment to customer service, teamwork, the ability to work independently and technical competence to carry out programs and objectives. 

Physical and Visual Ability:

Work is performed in a standard City office environment and in the field.  Operate a variety of standard office equipment including a computer, telephone, calculator, copy and fax machines requiring continuous and repetitive arm, hand, and eye movement.

Tasks require the ability to exert moderate physical effort including, but not limited to, lifting, carrying, pushing and/or pulling, etc. of objects and materials of moderate weight (35 pounds or less).

Hearing and Speaking Ability: Candidate must have sufficient ability to clearly, concisely and effectively communicate in person, over a two-way radio and by telephone.
