Staff Engineer OR Engineering Specialist 4

Professional Engineer position that provides engineering services and makes engineering decisions for a section that supports the success of one or more of the District's strategic programs. Engineering services and decisions are based on a comprehensive knowledge and consistent application of theories, precepts, concepts, and practices related to hydraulic and hydrologic engineering. The incumbent plans, schedules, conducts, and coordinates detailed phases of moderate to complex engineering projects or processes. Additionally, the incumbent performs work that requires the application of both conventional and innovative engineering practices. He/she receives direction from the supervisor for complex or unfamiliar problems and developments, and work products are reviewed to ensure the application of sound engineering judgment. The incumbent is responsible for keeping his/her immediate supervisor current on the status of deliverables and assignments and for providing technical coaching to less seasoned engineering staff. He/she may also represent the Hydrology and Hydraulics Bureau on resource area task-forces.

This position is responsible for conducting canal and structure capacity studies; performing level of service evaluations of watersheds; performing flow rating analyses of spillways, culverts and pumping stations; analyzing and evaluating hydraulic and hydrologic data; maintaining and enhancing the District’s FLOW program; developing computer programs for hydraulic and hydrologic engineering computations; preparing or reviewing the hydraulic designs of water control structures, impoundments, canals and pipelines; managing contracts for engineering services; and developing effective working relationships with team members.

Ideally, the incumbent should be knowledgeable and experienced in the following: developing, calibrating, and maintaining flow rating equations for various types of water control facilities throughout the District (pumps, spillways, weirs, and culverts); extracting data from DBHydro, DCVP, and other SFWMD databases; resolving complex data verification and analysis problems; interpreting design and as-built drawings; reviewing the hydraulic and hydrologic designs of major water control structures; and developing, applying, and interpreting the results of hydrologic and hydraulic models that are based on standard software such as HECRAS, HECHMS, MIKE11, MIKESHE, etc. Familiarity with the operational protocol of major SFWMD and USACE structures is desirable.

Due to the District's response role within the total scope of emergency management, this position may at times be required to provide support before, during and after major storm events or other emergency situations.

This position may be filled as an in-office position at SFWMD headquarters or as a remote position (Florida-wide based from home).

This position may be filled at the Staff Engineer or Engineering Specialist 4 Level.

Experience Requirements

At least 4 years of experience that (i) demonstrates measurable career progression within the water resources engineering discipline, and (ii) can be applied to support the District's strategic goals and objectives is required.

Educational Requirements

A Bachelor's Degree from an ABET/EAC accredited program is required. Preference will be given to candidates with an advanced engineering degree. Acceptable disciplines for engineering education include Agricultural, Civil, Environmental, and other water-related engineering fields.

Licensure Requirements

Professional Engineer license (for Staff Engineer level) or Engineer Intern certification (for Engineering Specialist 4 level) by the State of Florida along with a valid State of Florida Driver's License. Applicants with a Professional Engineer license from another state with reciprocal jurisdiction may be considered and, if hired, will be required to obtain a Florida Professional Engineer license within six (6) months of the hire date.

Veterans’ Preference:  Pursuant to Chapter 295, Florida Statutes, candidates eligible for Veterans’ Preference will receive preference in employment for vacancies and are encouraged to apply.  Candidates claiming Veterans’ Preference must attach supporting documentation with each submission that includes character of service (for example, DD Form 214 Member Copy #4) along with any other documentation as required by Rule 55A-7, Florida Administrative Code.  All documentation is due by the close of the job posting.
