Lead Engineer

 

              

 The District is looking for a Lead Engineer with potential for a future leadership role in the Quality Assurance & Hydrology (QAH) Unit of the Hydro Data Management (HDM) Section. This unit is responsible for performing Quality Assurance and Quality Control on data that have been processed and updated to the District's corporate database, DBHYDRO.

This position requires application of hydrology and hydraulics engineering experience to perform quality assurance and quality control review of stage, flow, pump operation, gate movements and weather data received through our SCADA network and other sources. This data is used by other engineers, scientists, regulatory agencies and external customers for permit compliance, modeling, engineering design and historical review. The work effort will include reviewing data from multiple sources (SFWMD, USGS, USACE, etc) to provide the most accurate data set for the end users. The work will require water budget analysis, comparisons of various sensor data within a water body, review of real time measurements and identification of sources of error. There is the possibility that assignments could include contract management, coordination with outside agencies and public records requests for data. There will be an opportunity to summarize work efforts through technical publications, presentations and reports. 

The position will also be a role that learn or understand the business process, staff management and budget process for potential advancement to a leadership role within the Unit. Due to future succession planning needs, Lead Engineer positions would work with the Section Lead to develop a thorough understanding of not only the technical issues, but also the business side of the QA Unit for future possible advancement. It is important that the Lead Engineer have solid people skills, be able to effectively communicate with others, not only within the Unit, but also with other teams and staff within the District. The selected candidate should be able to think quickly and independently when resolving detailed technical issues or requests from Management.

The Lead Engineer may also fully participate in different data quality improvement initiatives, including (i) reviewing and developing procedures to limit data anomalies resulting from operation of the instrumentation and monitoring facilities, (ii) providing leadership role in developing business rules or validators as part of the “Real Time Anomaly Detection” initiative, (iii) participating in the Vertical Datum Upgrade Project (VDUP), and (iv) evaluating rainfall data using the National Weather Service Weather Surveillance Radar 1988 Doppler data. Furthermore, the Lead Engineer will work with different groups, including Data Processing, SCADA maintenance, H&H Hydraulic Design, and Survey & Mapping, to identify and resolve data quality issues.

Projects and tasks are performed independently with minimal direction and guidance of a supervisor, with instructions given regarding general expected results and objectives. Incumbent is expected to play a leadership role and is responsible for maintaining close communication with direct supervisor on various issues and matters as well as on the status of deliverables and assignments. Work products are reviewed for technical accuracy and overall quality, as well as application of sound professional judgment and for adequacy in meeting objectives. Excellent written and oral communication skills are required.

Employment Guidelines

Typically has a Bachelor of Science degree from an ABET/EAC accredited program and eight (8+) years qualifying experience that demonstrates measurable career progression in water resource engineering, including at least two (2) years of experience with QA/QC. Disciplines for engineering education and experience requirements include Civil, Agricultural, Environmental, or related engineering fields with emphasis in water resources, or hydraulic systems. The candidate must be extremely organized and have the ability to work under tight deadlines.

Licenses

State of Florida Professional Engineer (PE) license and keeps licensure status current, or if PE from another state, must become licensed by endorsement in Florida within six months from date of hire.

Valid State of Florida Driver’s License required.

Physical Requirements/ Working Environment

Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role. Emergency response role will include assistance to the Rapid Response Streamgauging Team (RRST) to perform field measurements and participate in yearly training exercises.
