Associate Civil Engineer

The City of Elk Grove Public Works Department is looking for a skilled individual to join the Engineering Services Division, Drainage section, as an Associate Civil Engineer.  Engineers with relevant professional experience are encouraged to apply.

The Engineering Services Division oversees construction management on all capital improvement projects, is responsible for processing encroachment permits, supports Development Engineering Services staff in review of development applications and improvement plans, and provides engineering support to all other Public Works functions including Traffic Engineering and Drainage. The Drainage section is responsible for preserving and improving water quality in our natural resources represented by creeks, channels, and streams throughout the City.
 
The Department is looking for candidates with experience in the planning, design, construction, operation, and maintenance of municipal storm drainage systems, as well as flood plain management and water quality practices, to work in support of the City’s drainage system. This includes long-term analysis of system and facility performance to ensure that systems are operating efficiently and the proactive development of maintenance strategies to minimize flooding and to improve water quality within the City.

The ideal candidate will have knowledge of applicable laws, permits, engineering principles, and standards, and the ability to make alterations during all phases of design and construction. Experience with the review of land development applications, entitlements, improvement plans, and the associated required drainage studies is highly desirable.

Candidates should have experience developing and managing Public Works consultant contracts. This position requires significant collaboration, good people management skills, excellent writing and oral communication skills, and the ability to work independently and exercise good judgment and initiative. To be successful in this position, strong decision-making and prioritization skills are essential. EXAMINATION INFORMATION:

Qualified candidates will be invited to participate in a structured oral examination tentatively scheduled for the week of September 27, 2021.

Under general supervision, performs professional and technical engineering work in assigned area of responsibility including drainage engineering, capital projects, field operations, development plan review, water quality and flood plain administration services; provides technical staff assistance to higher level engineering and planning staff.

DISTINGUISHING CHARACTERISTICS
This is the journey level class within the Civil Engineering series.  Employees within this class are distinguished from the Assistant Engineer by the full range of duties as assigned.  Employees at this level receive only occasional instruction or assistance and perform more complex engineering work with higher proficiency.

 Representative Duties: The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
 

1. Determines the scope of engineering projects; prepares requests for proposals and contracts for consulting services; develops plans, maps, specifications, plats, diagrams, and other contract documents for a variety of projects which may include street, storm drain and pump stations, street lighting, traffic signal, buildings, and related public works and City building projects; makes technical engineering decisions and establishes technical criteria and standards; calculates the quantity, quality, applicability and cost of materials used for various projects.
2. Reviews plans of consulting engineers and private contractors; reviews plans related to structures such as streets, sidewalks, gutters, open and closed conveyance systems, detention/retention ponds, underground facilities, and other off-site construction; checks plans for conformance with regulations regarding line, grade, size, elevation, and location of improvements; reviews engineering calculations of other engineers or engineering assistants
3. Performs the more complex field inspections and testing of various projects completed or in progress to confirm contractual compliance to engineering and construction specification standards.
4. Provides technical and professional assistance to staff; reviews plans, specifications, contract documents and other reports and documents to ensure compliance with applicable standards, codes, policies and procedures.
5. Review and process plans, maps, studies, specifications, and cost estimates for accuracy, presentation, and compliance with standard engineering practices for private development projects and determine the impact on city streets, sewer, drains, and related public works infrastructure and assets.
6. Participates in the preparation of design drawings, specifications and cost estimates for a wide variety of Public Works projects.
7. Acts as “engineer in responsible charge” on assigned projects of less complex nature, may approve and sign off on drawings and project documents.
8. Confers with officials of other government agencies, utility companies, consultants and land developers regarding construction and design regulation and policy issues.
9. Represents the Public Works Department to outside agencies and organizations; participate in outside community and professional groups and committees; provides technical assistance, as necessary.
10. Conducts meetings and makes presentations to Council, Commissions, committees, approval agencies, staff and the public for the purpose of providing accurate information, explaining policies, and providing recommendations and/or solutions.
11. Coordinates activities between other departments, divisions, outside agencies, and consultants and/or contractors.
12. Builds and maintains positive working relationships with coworkers, other City employees, and the public using principles of good customer service.
13. Performs related duties as required.

 Qualifications: The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

• Principles and practices of engineering, planning, design, and construction as applied to public works projects, utility systems, and/or private development projects.
• Principles of land use planning, and CEQA requirements.
• Pertinent local, State and Federal rules, regulations and laws.
• Modern office procedures and computer equipment and software such as AutoCAD, GPS, GIS, Arcview, ArcInfo and software related to specific department operations.
• Budgeting procedures and techniques.

Ability to:

• Organize and direct projects of the Public Works Department
• On a continuous basis, analyze budget and technical reports; know, understand, and interpret laws, regulations and codes; problem-solve department related issues; remember various rules and procedures; and explain and interpret policy.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:
A Bachelor’s degree from an accredited college or university with major course work in civil engineering or a closely related field.

Experience:
Two years of increasingly responsible experience in professional civil or environmental engineering.

License or Certificate:
Possession of an appropriate, valid driver’s license.
Possession of a current certificate of registration as a Professional Civil Engineer in California.
