Senior Manager - Traffic Engineering Manager

Compensation: $6,890 - $9,009 per month dependent upon qualifications (DOQ), plus benefits

There is one Senior Manager - Traffic Engineering Manager opening with the Yakima County Roads Department. This position is responsible for managing the Traffic and Transportation Division by Developing and Implementing Strategies; Prioritizing, Assigning and Monitoring work programs, and Evaluating work performance.

Essential Duties:

Plans, organizes and directs countywide transportation planning, traffic engineering and traffic operations activities; Manages Division resources; Develops and sets precedent for transportation planning, traffic engineering, and traffic operations programs; Assigns and monitors work programs; Analyzes work load; Forecasts future roadway traffic capacity needs, operational deficiencies and roadway safety needs; Evaluates pending laws, rules and mandates that have an impact on area of responsibility. Develops plans to address forecasted needs, mandates and technical changes.

Develops and Implements Traffic Division policies and procedures for the collection and analysis of data including accident records, traffic counts, and speed and operational studies; Insures that adequate records and inventories regarding pavement markings, roadway signs and other traffic control devices are being maintained; Directs and monitors the review of private development proposals for compliance with adopted Transportation plans, traffic Level of Service requirements, Access control policies, and construction standards; Implements Department and County policies; Makes recommendations for adjustments to County and Department policies; Acts as a technical administrator by keeping current on technology applicable to area responsibility, evaluating appropriate technologies, and developing strategies for purchase and implementation of technologies.

Manages daily operations of the Division; Coordinates the Traffic Engineering Division’s activities with other Public Works Divisions, County Departments and outside Agencies; Supervises Staff; Ensures compliance with various laws, rules and requirements applicable to area of responsibility; Prepares and administers Division Budget; Makes decisions regarding the need for contact services; Reviews, approves and administers contracts for services; Researches, analyzes and responds to legal issues.

Initiates and implements decisions regarding employee selection and discipline; Evaluates employee performance; Makes recommendations regarding the hiring, discipline, and termination of personnel.

Represents the Division at meetings and hearings; Ensures that County, Department and Division goals, views and positions are represented in various forums. Confers with elected officials, department heads, local and state officials regarding Transportation planning, Traffic Engineering, and operational and safety issues; Explains and promotes Traffic safety and operations programs to the public served; Responds to sensitive inquiries and complaints and resolves policy and technical issues.

Education and Experience: Bachelor's degree: Civil Engineering, with Traffic or Transportation engineering emphasis and Four years of Civil Engineering Experience with two years in a lead or supervisory capacity or the equivalent education and experience to perform the essential duties of the job

Required:

• Possession of a valid Washington State driver’s license is required at time of appointment.

   

• Registration as a Professional Engineer in the State of Washington.

   

Working Conditions/Physical Requirements: Work requires both office and field work and may involve interaction with hostile individuals.  Requires driving, climbing, reaching, standing, walking on sometimes – uneven terrain, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions. Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.  Sedentary work involves sitting most of the time.  Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
