About Delta Diablo

Delta Diablo (formerly Delta Diablo Sanitation District) is an innovative California special district that provides wastewater resource recovery services for over 215,000 customers in the cities of Antioch and Pittsburg, and the unincorporated community of Bay Point. These services include secondary treatment of wastewater; production and distribution of recycled water; pollution prevention activities; beneficial use of biosolids as a soil amendment at land application sites; street sweeping; and household hazardous waste collection. Delta Diablo owns and operates a water resource recovery facility (WRRF) that provides secondary treatment for an average wastewater flow of 13 million gallons per day (MGD) and tertiary treatment for approximately 6 MGD to produce recycled water for use at two local power plants, golf courses, and schools.

Delta Diablo is governed by a three-member Board of Directors that includes the Mayor of Pittsburg, the Mayor of Antioch, and the Contra Costa County Board of Supervisors Member representing the Bay Point community. Under the Board’s guidance, Delta Diablo has established a Strategic Business Plan that includes goals in five key areas— Financial Sustainability, Leadership, Operational Excellence, Workplace Innovation, and Stakeholder Engagement—as well as specific objectives for each year to continue progress toward meeting these goals.

The District continues to be recognized as a “Utility of the Future” by the National Association of Clean Water Agencies for its outstanding industry leadership and progressive commitment to innovation, resource recovery, and “cutting-edge” practices. The District’s FY21/22 budget totals $43.5 million, which includes operating and capital budgets of $29.3 mil- lion and $14.2 million, respectively. Annually, the District updates it 5-year Capital Improvement Program (CIP) totaling $127 million that guides planning, design, construction, and financing of prioritized capital pro- jects in the District’s wastewater conveyance, collection, and treatment systems and recycled water system.

The Position (Two Vacancies)

Associate engineers report the Senior Engineer and have the opportunity to manage a wide variety of engineering projects related to wastewater conveyance/treatment, and resource recovery infrastructure. Associate engineers will work in an interactive team environment with multiple departments throughout the District to implement capital and operational projects. They will serve as project manager for planning and design projects acting as a liaison between the District team and consultants, coordinating with regulatory agencies as needed, and guiding the overall direction of projects. As District representatives for construction projects, Associate engineers coordinate ongoing construction activities with District staff and other stakeholders, evaluate construction contract change orders, coordinate field design changes, and actively engage in the commissioning of new infrastructure.

The Ideal Candidates

Delta Diablo has two career opportunities for exceptionally talented and motivated engineers to apply and further develop their technical design knowledge and broaden their project management and leadership skills. The District is seeking individuals with technical competency, strong interest in the wastewater or water treatment industry, critical and strategic thinking skills, exceptional written and oral communication skills, and a collaborative spirit inclusive of diverse perspectives in a team environment. A strong understanding of wastewater treatment process, instrumentation/controls, and/or mechanical and pipeline system design is desired. Success in this position will require project management skills with a strong sense of integrity to engage with various stakeholders and customers, including District staff, other governmental agency staff, the public, and the District Board of Directors. The District has several large facility improvement projects its 5-Year CIP including a $60 million Secondary Process Improvements project to address infrastructure reliability and growth within the service area while ensuring capability with potential long-term nutrient management regulations.

The selected candidates are required to possess a Bachelor’s degree from a recognized college or university in Civil or Environmental Engineering (or a closely related field) and at least five years of responsible professional engineering experience. A Master’s degree in Civil or Environmental Engineering highly desired. Associate engineer must possess a valid California Professional Engineer license and a valid California Driver’s license and a satisfactory driving record. This positions is represented by the Professional and Technical bargaining unit.

Compensation and Benefits

In addition to providing challenging and interesting career positions, the District offers a comprehensive compensation and benefits package. The salary range for the associate engineer position is $11,323.07—$14,140.96 per month. The Delta Diablo benefits package includes:

Health Insurance: Delta Diablo pays 100% of the Dental, Vision, and CalPERS medical premiums to qualified employees, their eligible spouse/registered domestic partner, and/or dependent children for the selected coverage.

The District participates in the Social Security and State Disability Insurance (SDI) programs.

Life Insurance: Delta Diablo provides fully paid basic life and accidental death & dismemberment insurance in the amount of $75,000. Delta Diablo also provides a Long-term Disability program and an Employee Assistance Program.

Leave Allowance: Vacation accrual begins with 10 days annually; 96 hours of sick leave annually; and 14 paid holidays (11 fixed and 3 floating) annually.

Retiree Medical: The District contracts with CalPERS to provide post-employment medical coverage to qualified employees, their eligible spouse/registered domestic partner, and/or dependent children in accordance with the requirements of CA Government Code Section 22893.

Employees contribute 3% of base salary into the District’s Other Post-Employment Benefits (OPEB) Trust Fund to help fund this benefit.

Retirement: The District participates in the California Public Employees’ Retirement System (CalPERS)

CalPERS Classic Member pension formula of 2% @ 55 (applicable to employees who established CalPERS membership for the first time prior to January 1, 2013, and who is hired by a different CalPERS employer after January 1, 2013, with a break in service of less than 6 months) The employee pays 100% of the employee’s contribution, which is 7% of base salary.

CalPERS New Member pension formula of 2% @ 62 (applicable to employees who are brought into CalPERS membership for the first time on or after January 1, 2013, and who have no prior member- ship in any other California public retirement system or who are brought into CalPERS membership for the first time on or after January 1, 2013, and who are not eligible for reciprocity with another California public retirement system or who established CalPERS membership prior to January 1, 2013, and who are rehired by a different CalPERS employer after a break in service of greater than six months) The employee pays 100% of the employee’s contribution, which is currently 7.25% of base salary.

Deferred Compensation: Eligible employees may participate in the District’s 401(a) and 457(b) programs. Employees who participate in the program are eligible to receive a matching contribution up to 4%.

Additional Benefits – Employees can also participate in an IRS Section 125 Flexible Spending Plan, a Sick Leave buy-back program, and a comprehensive Wellness Program including gym membership discounts.
