The District seeks an experienced professional with supervisory experience for the newly created position of Right of Way Permitting Supervisor (ROW Permitting Supervisor).  The ROW Permitting Supervisor will lead the permitting group of the Right of Way (ROW) Section (currently consisting of five reviewers), assist the Section Administrator with special projects and delegated assignments, and serve as second-in-command in the ROW Section.  The entire ROW Section consists of 25 staff who process applications and issue permits for use of the district’s right of way, perform inspections of work underway, ensure permit compliance, and initiate enforcement action for unauthorized activities.  More information about the ROW Section, its processes, and important documents can be found at www.sfwmd.gov/rowpermits.

 

Primary duties of this position include, but are not limited to:

  • Supervising and monitoring the performance of the permitting group;
  • Reviewing all draft permits for compliance with District criteria and needs prior to issuance by the Section Administrator;
  • Processing complex ROW Permit applications using the District’s ROW e-permitting system, including, but not limited to, applications for bridge and highway construction, canal modifications, linear parks, utility projects, and recreational facilities proposed in the right of way;
  • Recommending and implementing processes and system changes necessary to enhance public outreach, customer service, Section efficiency and performance; and
  • Preparing written reports for the District’s Governing Board, including Powerpoint presentations.  Limited public speaking may be required.
  • The position will be housed at the District’s West Palm Beach headquarters. 
  • The candidate chosen for this position will be required to ensure that permit reviewers are properly trained and meet expectations in the performance of their duties which must comply with standard operating procedures, District policies, and the rules and regulations set forth in Chapter 40E-6, Florida Administrative Code and the District’s Criteria Manual for use of the right of way.

 

The successful candidate will have experience performing regulatory, permitting or project management duties.  He/she should have experience supervising staff, reading and interpreting complex site plans and surveys (including FDOT construction plans, utility plans and civil engineering plans), administering rules and regulations, understanding materials and methods used in construction, and solving problems.  The ability to effectively communicate with the public and design/construction professionals will be essential to success in this position, including both spoken and written communications.  Intermediate to advanced proficiency in MS Office Suite is required, and proficiency in the use of tablet applications is highly desirable.  Candidates with experience in government or with a large organization will be given preference.

 

Employment Guidelines

Bachelor's Degree in a related engineering, planning, environmental science, construction or real estate discipline or related field and 4+ years of experience in permitting subject to local, state or federal codes and/or rules.  Supervisory experience demonstrating an ability to lead others in non-routine and complex projects is also required.  Equivalent combination of relevant education and experience may be substituted as appropriate.

 

License

Valid State of Florida Driver's License.

 

Physical Requirements/Working Environment

Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.

Duties consist of both office and field time, with the latter subject to regular exposure to a hot and humid environment in remote and heavy vegetative areas.
