The purpose of this position is to provide engineering supervision, leadership and project management to the Planning and Development Services (PDS) department.  Work involves providing consultative engineering services, assessments, and advice; overseeing projects/permits through completion; performing analyses and developing solutions; ensuring compliance with City regulations; and preparing, reviewing and interpreting technical and design documents, specifications, and engineering studies. Provides leadership, supervision and assistance to lower-level engineers and technicians.

Evaluates infrastructure engineering by reviewing permit applications, studies, plans, estimates, and specifications associated with various projects; directs technicians and professional staff in the review of plans, details, specifications and permits; interprets plans and specifications and provides advice and guidance to engineers; investigates and analyzes design deficiencies and conducts field reconnaissance. 

 Evaluates, analyzes and interprets engineering plans and proposal for diverse infrastructure projects or private development projects. Supervises staff review of plans and permit reviews for complex projects/permits and subdivision plats, involving multiple disciplines and design criteria, which include: reviewing complex projects/plans and making recommendations for alternative design; reviewing studies (flood, wastewater capacity, TIA's, etc.); executing tasks as principal engineer by coordinating and setting meetings; coordinating with consultants (engineers, surveyors, and contractors); meets with internal staff and staff from other departments, prospective developers and applicants regularly to discuss issues and provide advice related to property selection regulations and identify potential problems and solutions by advising the department leadership on project-related issues and code interpretations; and/or performing other related activities.
 
 Reviews and interprets technical criteria and specifications, regulatory codes and City standards; provides technical and administrative advice and guidance pertaining to municipal/private improvements; assists and responds to private property owners with engineering/infrastructure related inquiries. Uses professional judgement in the application of standards and code requirements for projects. Interprets regulations and ensures compliance with applicable laws, codes and City priorities.  Makes final interpretation and decisions, where authorized, regarding the alteration of process, as well as City and State requirements to ensure successful completion of projects. Resolves problems during design, permitting, and construction phases of projects that are related to process, technical inquiries, errors, or deficiencies.
 
 Reviews and works with engineers on all engineering documents to provide engineering oversight and minimizing costs to the city.  Performs other duties by researching, writing, and presenting ordinance amendments related to design and construction regulations; meets with residents and seeks solutions to their concerns; as needed attends Planning & Zoning Commission, City Council meetings, and directs discussion or gives advice; reviews the work of other professional engineers, surveyors, etc.; maintains knowledge of current laws and technical standards that impact engineering and construction issues; uses engineering judgement to make important decisions that ensure public safety and minimize costs and legal exposure to the City; negotiates with other professional engineers, surveyors, etc. to find viable solutions to design and ordinance conflicts.
 
 Resolves issues of a complex nature with engineers, surveyors, and other design professionals, and contractors.  Required to be tactful, courteous, professional, and develop strong working relationships with a broad cross section of the development community.  
 Provides leadership for assigned division and assists the department leadership with setting and maintaining the budget for the assigned division and attending meetings with internal and external customers. Provides direct supervision of technician and professional staff including scheduling, performance reviews, timesheets and management of personnel issues.
 
 Provides project management training and supervision including attending and managing project related meetings; performing site visits of existing projects to provide oversight; preparing and maintaining project records, files, reports and estimates and maintains status of budget for assigned projects.

Bachelor's degree from an accredited four-year college or university in Engineering or a related field.
 
 Seven (7) or more years of Professional Engineer work experience required.  Completion of a master's degree in an engineering related field, from an accredited college or university, may substitute for 2 years of work experience.

Five (5) or more years of management or supervisory experience preferred.

Must be licensed as a Professional Engineer in the State of Texas; Valid Texas Driver's License or the ability to obtain one prior to employment.
