Position: DIVISION DIRECTOR IV - DIRECTOR, LAND DEVELOPMENT DIVISION
Salary: $107,180 Annually, commensurate with qualifications
Department: Engineering and Public Works
Location: 2300 N. Jog Road, West Palm Beach
Hours: 8:00 A.M. to 5:00 P.M., Monday - Friday
Other: Valid Florida Driver's License and PBC Risk Management Department driving history approval prior to appointment.
THIS IS AN AT-WILL POSITION.
The Palm Beach County Board of County Commissioners (PBC BCC) invites applications for Director, Land Development Division, for the County’s Engineering and Public Works Department. This work consists primarily of the review of construction plans and plats for all developments in the unincorporated areas of the County, including plans for road construction, drainage, water systems, sewage systems and traffic improvements. The work includes overseeing right-of-way permitting within County maintained rights-of-way. Work also includes review of abandonment applications and other board items, which may involve attending public hearings. In addition to the above listed engineering reviews, the work also includes the review on behalf of the Zoning Division of all zoning, type 2 waiver and subdivision variance requests and attending public hearings related to said requests. Provides leadership and supervision of 16 employees, that includes creating goals, objectives, and accountability; issues counseling forms/disciplinary actions; handles employee complaints and grievances; recommends the hiring, termination and promotion of staff. Provides long-range planning and policy development and direction of Divisional policies in consultation with Department Director for maximum utilization of financial and human capital. Represents the County Engineer at public zoning meetings and meetings with other agencies and homeowners' or property owners' associations whenever problems arise either as a result of, or in relation to, the development of land. Work is reviewed through conferences and written reports for the attainment of desired management objectives and for conformity with established policies and procedures.
MINIMUM REQUIREMENTS: Bachelor’s Degree in Civil Engineering or closely related field; five (5) years of experience in land development that includes three (3) years of supervisory experience. Equivalency: Related Master’s Degree and three (3) years of related experience, that includes three (3) years of supervisory experience. Eight (8) years of related experience that includes five (5) years of supervisory experience in local governmental land development activities highly preferred. Necessary Special Requirement: Registration as a Professional Engineer (P.E.) in the State of Florida or ability to obtain State of Florida registration within 12 months of hire.
