Essential Job Functions

  • Oversees the Transportation Planning Program including review of citizen requests, hosting public meetings and workshops, presenting to City Council, boards and commissions, review and administration of parking plans and assisting the Police Department with transportation issues.
  • Supervises the Development Engineering Division. Supports Development Review staff with the permit review and inspection process, seeks to provide continuous improvement to the review process, assists customers with service needs and looks for ways to provide the best possible customer service.  
  • Plans, organizes, performs and schedules transportation and development engineering activities related to public and private utility, facility, park and transportation infrastructure programs and projects.
  • Ensures staff follow City procedures and have resources to perform safe, efficient and effective work.
  • Develops and administers the transportation element of the City’s Capital Facilities Plan and Six Year Transportation Improvement Program.  Maintains the traffic volume and collision history database.
  • Collaborates and communicates effectively with planning and building staff on land use and permit processes.  Partners and proactively coordinates with the development community.  Fosters cohesiveness and unity.  Responds to citizen concerns in a timely manner.  Maintains positive relations.
  • Reviews civil design, technical reports and construction cost estimates.  Advises applicants of plan changes required for permit approval.  Ensures project updates are provided in a timely manner.
  • Performs quality assurance and control of development related infrastructure installation.
  • Monitors, tracks and reports on status of developments.  Updates permit and fee structures.
  • Performs technical research on codes, ordinances and other applicable legal requirements. 
  • Meets with developers, owners, contractors and others to discuss projects.  Ensures compliance with applicable regulations and ordinances.  Negotiates with developers and contractors on acceptable mitigation, design alternatives and solutions for development related issues.
  • Attends informational, application, pre-construction, active construction and post-construction phase meetings to explain standards, specifications and processes.  Provides information and responds to inquiries from developers, engineers, contractors and the public. 
  • Manages and implements the neighborhood traffic calming improvement program.
  • Reviews and comments on traffic studies and private development proposals.
  • Manages the transportation impact fee and concurrency programs.
  • Monitors and maintains expenditures within budget guidelines.  Purchases supplies and equipment in compliance with City policies.  Implements cost-effective measures and uses resources effectively to increase productivity.  Minimizes labor overtime and expenses.  Participates in budget planning. 
  • Prepares technical reports and presents recommendations.  Develops ordinances, resolutions, contracts and agreements.  Ensures current and accurate records are maintained in compliance with regulations.  
  • Participates in the employment process.  Assigns, trains, supervises and evaluates work of staff.
  • Ensures performance evaluations are conducted as required to guide development of employees and provide a record of performance.  Develops and implements improvement plans, as needed.
  • Ensures compliance with personnel policies and the collective bargaining agreement. 
  • Maintains current standard operating procedures.  Ensures staff maintain current desk procedures and tasks to fully understand and explain position responsibilities. 

Other job functions:

  • Assists in specialized design and operation elements of transportation capital improvements.
  • Assists with grant applications and administration.
  • Represents the City on regional and inter-local transportation committees and studies.
  • Participates in department strategic planning.  Makes recommendations to accomplish goals.
  • Performs other duties as assigned.

Qualification Requirements

  • Bachelor’s degree in civil engineering or closely related field.
  • Six (6) years of transportation or development engineering experience including two (2) years in a supervisory capacity.  Registration as a WA State Professional Civil Engineer preferred.

Requires knowledge of:

  • Current trends, principles and practices of public works administration and engineering. 
  • Effective management and supervision techniques.  Budget administration.
  • Applicable federal, state, and local laws, codes and ordinances.
