Job Details
$80,000-$105,000 DOQ/DOE- Position offers the opportunity to work in all aspects of design, construction, operations and maintenance of water, sanitary sewer, and storm sewer systems and other infrastructure. Also includes work in other areas such as floodplain management and environmental projects. Work includes interacting with the public, regulatory and outside partner agencies, contractors, vendors and other Town departments. The position offers a unique breadth and depth of experience in the public works field. Specific areas of focus will include the design of water distribution, sanitary sewer, and storm sewer systems; floodplain management and environmental design; GIS; long range infrastructure planning; construction and facility inspection; contract writing; and other duties described in the job description. Position may have an opportunity for working remotely one day and in the office four days a week, depending on workload and other responsibilities. Requires Bachelor’s degree in Engineering or closely related area and three to five years construction management, site/utility design and construction, or related experience; or equivalent combination of education and experience. DUTIES:
- Manages, coordinates and monitors project design and construction process for projects related to the water distribution, sanitary sewer, and storm sewer systems as well as environmental projects related to floodplain management
- Responsible for project phases from feasibility through warranty; documents progress; monitors activity, safety and compliance with contract requirements; coordinates progress with contractor, town staff and other departments, and town citizens; monitors material quantities for contract compliance and payment verification; reviews construction drawings, errors and omissions, potential obstacles and potential issues with contractor, construction feasibility and fiscal impact
- Prepares requests for proposals (RFP) for design and testing services; attends RFP evaluation sessions for professional services; negotiates contracts with selected offerors; processes contract awards
- Prepares contract bid documents, writes specifications, special terms and conditions, instructions to bidders and bidding criteria; coordinates publication of bid documents; coordinates bid process; assists with contract award
- Coordinates and attends pre-bid, pre-construction, pre-installation, and period progress meetings; sets agendas as needed; takes and distributes meeting minutes
- Reviews contract specifications, key points, compatibility, plan design, construction process and contractor’s requirements; manages design process; determines using agency requirements; administers design contract; processes consultant invoicing; reviews design submissions for conformance with contract and town needs; ensures design completeness and meets scope requirements of desired town capital facility
- Completes front-end project work, including site plan and other required documents approval with appropriate town departments, county agencies and appointed town boards, if required; is town liaison with approving agencies; coordinates with town attorney and other appropriate departments in the acquisition of real property or property modification
- Maintains project files; addresses project issues, change orders and other pertinent issues; assists in project evaluation; reviews schedule of values for accuracy; reviews payment applications; verifies various percentages of completed work; verifies on-site and stored materials; processes payment requisitions; tracks payments, change orders and reporting requirements for appropriate agencies; reviews and responds to claims; reports on projects for compliance with grant requirements
- Reviews and evaluates related documents; participates in project close-out; conducts final inspections; analyzes and recommends appropriate actions for change orders and claims
- Responsible for ensuring all aspects of a capital improvement project meets all federal and state requirements. This includes, but is not limited to, the VDOT Locally Administered Projects program
- Responsible for administering the Town’s MS4 permit to ensure compliance with the Virginia Pollution Discharge Elimination System (VPDES) permit, the Virginia Stormwater Act, and the Clean Water Act
- Uses Geographic Information Systems (GIS) for analysis and record keeping of water distribution, sanitary sewer collection, and storm sewer systems
- Performs other duties as required
REQUIREMENTS:
- Bachelor of Science degree in Civil Engineering or related field required
- Supplemented by minimum eight years education, training or experience that includes engineering, construction management, inspections and regulatory standards, or a combination of education, training, and experience
- Professional Engineer licensure required
- Construction Manager certification preferred
- VDOT LAP Qualification or the ability to obtain within six months of employment
- DEQ Dual Combined Administrator certification is preferred
- Work Zone Safety certification or the ability to obtain certification within six months of employment
- Valid driver’s license with acceptable record
