Job Details

Essential Job Functions

  • Reviews, and comments on, infrastructure improvement plans relating to compliance with established standards and practices for development projects, including land divisions, building permits, boundary line adjustments, annexations, LID’s, and other various land use permits. 
  • Provides excellent internal and external customer service by assisting the public and consulting with engineers regarding existing infrastructure and proposed connections and extensions.  Responds to inquiries in a timely manner.
  • Builds effective relationships.  Collaborates with City teams across multiple functions and fosters information sharing and consensus.  Coordinates with regulatory agencies, permitting and grant agencies, WSDOT and utility companies in the development of assigned projects.  Receives suggestions, resolves complaints and provides information.
  • Prepares for and attends preapplication meetings with potential land use permit applicants.
  • Coordinates with the Development Review Engineer, Community Development Planning and Building Divisions and permitting staff to ensure accurate and up to date tracking of application review milestones in the permitting software program.
  • Performs technical research and analysis.
  • Prepares and updates standard plans and policies for infrastructure design and construction.
  • Assists in ensuring efficient, environmentally sound and cost-effective project management services.
  • Assists in preparation of legal descriptions for rights-of-way, easements, annexations, LID’s, etc.
  • Supports field inspectors as needed with inspection duties and documentation of materials.
  • Assists with preparation of technical reports on engineering design decisions and activities.
  • Assists with construction inspection and documentation of assigned projects.
  • Develops, recommends, applies and implements policies and procedures to guide in the efficient operation of the department’s data management programs.
  • Maintains current desk procedures and tasks to explain position responsibilities. 
  • Creates, updates and implements process improvement procedures, tasks, workflows and systems.
  • Organizes and maintains databases, files, records and other documents.

Other job functions:

  • Assists in training and guiding Engineering Technicians, less experienced peers and interns.
  • Assists with grant application materials.
  • Performs other duties as assigned.

Qualification Requirements

  • Bachelor’s degree in Civil Engineering.
  • Engineer in Training (EIT) Certification.

Requires knowledge of:

  • Principles, procedures and practices of civil, traffic and utilities engineering.
  • WSDOT and City standard construction specifications and urban design standards.
  • Applicable federal, state and local laws, codes, regulations and ordinances.
  • Computer operation and a variety of software including Microsoft Office suite of products and Autodesk Civil 3D or other digital terrain modeling software, CADD, GIS, GPS and Database Management.  SmartGov preferred.
