The Department of Waste Resources has an opening for a Junior Engineer. The position will require the candidate to work with other sections within the Department including but limited to Environmental and Planning Divisions. Under close supervision, the incumbent will perform the less complex office and field professional engineering work; and performs other related duties as required.

Competitive candidates will have experience in landfill, groundwater, air quality, landfill gas engineering, and be familiar with engineering software such as MicroStation/InRoads and AutoCAD/Civil 3D. In addition, the most competitive candidates will possess a Bachelor's degree in Civil Engineering, as well as a valid certificate as an Engineer-in-Training (EIT) issued by the California State Board of Registration for Professional Engineers.
 
The Junior Engineer is a natural progression underfill for the Assistant Engineer. Incumbents are eligible to promote to Assistant Engineer upon successful completion of their probationary period, which would include a satisfactory performance evaluation and any additional qualification requirements.

The Department of Waste Resources serves the County's solid waste disposal needs by providing for efficient and effective landfilling of County non-hazardous waste, protecting the environment, and promoting recycling in order to ensure a safe and healthy community for current and future generations.

 

 EXAMPLES OF ESSENTIAL DUTIES:

• Assist in the design and planning of public works improvements, facilities and structures by preparing plans, profiles and cross-sections; make quantity estimates and horizontal and vertical curve alignment computations and establish tentative grade lines; compute earthwork and design simple hydraulic structures; may participate in inspections during construction.

• Prepare hydrologic and/or traffic flow studies; conduct field investigations as needed.

• Tabulate and summarize statistical data and prepare reports; apply engineering techniques and practices to air and water pollution control problems.
 
• Assist in the preparation of permitting and design documents for regulatory agency approval.

•Perform earthwork quantity calculations using MicroStation/Inroads or AutoCAD/Civil3D software; read, interpret, and plot field survey data to prepare topographic contour maps and grading and surface drainage plans; and prepare plans and cost estimates for public works construction projects under the direction of the lead project engineers.

• Assist in the design of grading of earthwork fill and excavation plans, roads, hydrology and hydraulics for surface drainage systems, reinforced concrete structures, landfill liner system, landfill closure cap, or other public works projects by preparing plans, profiles, and cross sections, making quantity estimates, horizontal and vertical alignment computations, and establishing grade controls.

• Performs drafting, computing, checking, and supporting field operations involved in the gathering and compilation of field data for the design layout and construction of roads, drainage systems, canopy structures, buildings, waste disposal, and other projects.   

• Assist operations staff with engineering and related problems, and prepares and reviews maps; calculates and plots the results of field surveys. 

• Assist in inspection of construction projects under contract; makes field tests and takes samples for laboratory tests of materials; makes estimates for projects planned or under construction; and prepares reports.
