DESIGN AND PERMITTING SECTION CHIEF

DEPARTMENT OF WATER RESOURCES


Plan, organize, direct and manage the engineering design function of facility improvements for the Department of Water Resources and for other City Departments as assigned.  Supports the Engineering and Construction Division Manager by supervising and managing the Design and Permitting section which includes development review, permitting and backflow prevention.

JOB SUMMARY

MAJOR JOB RESPONSIBILITIES

Manages and directs design staff in surveying, engineering design, bidding, contractor selection and construction management for utility improvements and other City infrastructure projects as assigned.

Manages and directs permitting staff responsible for engineering review, permitting and final approval of all developments connecting to City water and wastewater systems; insures compliance with Local ordinances and State regulations.

Manages and directs backflow prevention staff to meet Local ordinances and State regulations; insures public health and safety for water customers.

Plans, organizes and staffs key office positions to support overall department and city goals and objectives.

Schedules, assigns and directs the work of section staff.  Responsible for personnel transactions such as hiring, wage increases, promotions and transfer recommendations to Department Director. Also responsible for training, performance evaluations, counseling, and disciplining staff.

Monitors/controls overall quantity and quality of work performed by staff through immediate or administrative direction.  Ensures all city and departmental policies, procedures, standards, etc. are enforced.

Identifies and implements professional development training of section staff.

Assists in the preparation and implementation of the Engineering and Construction Division budget.

Works with the Division Manager and other Section Chiefs to establish division objectives, policies, procedures and performance standards within boundaries of city policy.

Evaluates need for outside technical services such as surveying, geotechnical, archeological, etc., selects consultant and determines scope of work; approves cost of work.

Provides project management during the planning, development, design and construction phases of a variety of utility improvement projects including water and wastewater infrastructure projects.

Works as Engineering and Construction Division liaison with developers, contractors, state regulators, other governments, industries, and other entities having contact with the Utilities Department.  Negotiates disputes covered by established policies and procedures.  Makes recommendations on matters not covered by specific policies and guidelines.

Handles customer complaints concerning utility services, coordinates activities with all divisions of the Department and other City, County, and State Departments when an engineering problem arises.

Prepares applications for State and Federal funding programs such as GEFA, SRF and grant assistance programs.

Prepares requests for proposals, develops scope of services, evaluates and recommends selection of engineer consultants. Subsequently, provides all project management functions related to a variety of technical projects for the Department of Water Resources and other City departments as assigned.

Schedules projects, prepares cost estimates, prepares requests for bids, conducts bidding process and recommends award of contract to City Council.

Works closely with the Construction and Project Section Chief during the design and construction phase of projects, makes periodic site visits during construction to review work, answer questions and direct construction activities.  Approves necessary changes during construction that may arise.

Works closely with the Engineering and Planning Section Chief during master planning and hydraulic modeling of distribution and collection systems.

Coordinates with other governmental agencies for required utility easements and permits necessary for a successful and complete project.

Performs other related duties as required.

Employee subject to recall to duty in cases of emergency.

MINIMUM QUALIFICATIONS REQUIRED

Education and Experience:

Bachelor's Degree in Engineering, preferably in Civil, Structural or Environmental.

Ten to fifteen years of Professional Engineering experience in the water and wastewater field.

Experience in water and wastewater facility design and project management with a successful history of controlling cost, implementing schedules and supervising personnel.

Any equivalent combination of education and technical experience to meet the above-stated minimum qualifications.

 

Licenses and Certifications:

Registered Professional Engineer in the State of Georgia or Registered Professional Engineer in a state having reciprocity with Georgia.

Valid Class C Driver’s License and a satisfactory Motor Vehicle Record (MVR).

Any equivalent combination of certifications or technical experience to meet the above-stated minimum qualification is acceptable.

Knowledge, Skills and Abilities:

Knowledge of the methods, principles, and practices associated with civil engineering and utility construction.

Knowledge of local codes, ordinances and State and Federal laws affecting municipalities.

Knowledge of land and construction surveying, hydraulics, site design and building construction.

Knowledge of all phases of water and sewer design to include studies, engineering reports,

preliminary and final design, preparation of contract documents and technical specifications, bidding and contract award, easement and right-of-way acquisition and construction administration.

Knowledge of sizing water and sanitary sewer lines and pump stations.

Skill in interpreting and writing contract documents.

Ability to provide personnel supervision, strategic planning, budgeting, interviewing and selection of candidates.

Ability to provide day to day management of the Design Services section consisting of professional and staff engineers, engineering technicians, AutoCAD operators and support staff.

Ability to read and interpret construction and development plans and specifications.

Ability to prepare cost estimates and estimate bid quantities.

Ability in computer applications for civil engineering, including computer aided drafting and design, hydraulic modeling, spreadsheets and word processing.

Ability to organize, schedule and manage design teams and survey crews related to utility design and construction.

Ability to deal effectively with the general public, City Council and County Commission, developers, and consulting engineers.

Ability to plan, direct and manage a number of diverse but related activities.

Ability to communicate clearly and effectively, both orally and in writing.

Ability to make public presentations.

Ability to make decisions and recommendations which impact project success while remaining within project schedule and budget.

Ability to establish and maintain effective working relationships with members of the Department of Water Resources staff, Public Works Department, Gainesville and Hall County Planning Departments, Hall County Engineering Department, Georgia Department of Transportation, Solid Waste, Soil and Water Conservation Service, other State and Federal agencies and utilities.

Superior communication and interpersonal skills (tact, diplomacy, influence, etc.) essential.
