Overview:

Do you have 6+ years of experience managing complex, large treatment plant capital improvement projects or similar? Are you passionate about helping provide your community with safe and clean water? If so, read on!

We are seeking a Senior Engineer to join our Water Treatment Plant Design unit. The Senior Engineer will serve as the subject-matter and/or technical expert in troubleshooting complex treatment system issues and will provide technical treatment plant and/or pumping plant engineering services and support for various capital projects, including quality control reviews of treatment plant and pumping plant engineering design submittals. They will design modifications to improve system performance, and manage complex, politically sensitive, and/or large treatment plant and/or pumping plant capital improvement projects and assume responsible charge for the review and preparation of engineering documents for capital projects. This individual will develop scopes of work, initiate, negotiate and administer consultant and professional service contracts and agreements as assigned. The Senior Engineer may serve as a supervisor and/or a project manager and may plan, schedule, assign, review, and evaluate the work of assigned staff as well as provide training to staff in treatment plant engineering and other related work.

Key Responsibilities include, but are not limited to:

• Managing complex, politically sensitive, and/or large treatment plant capital improvement projects through all phases including planning and design; supervising multi-division teams and coordinating and collaborating with external agencies.

• Developing scopes of work and initiating consultant contracting, including preparing public notice for request proposals. Preparing justification for services and proposal content instructions; preparing proposal rating criteria; scheduling and conducting pre-proposal meeting; reviewing proposals; scheduling and conducting oral interviews; selecting consultant; negotiating final agreement scope and insurance requirements; finalizing agreement language; obtaining management, Contracts and Risk Management Units, and legal counsel approval; preparing and routing Board agenda and agreement, and may present Board items.

• Scheduling, leading, and participating in project meetings to discuss design elements, permitting, environmental concerns, construction, consultant supplemental services, agreement amendments, and/or funding.

• Assuming responsible charge of the review and preparation of engineering studies, reports, design, and contract documents for compliance with engineering standards and principles; stamping and/or signing such work to assume project engineering responsibility.

Ideal Experience:

• Six (6) years of experience performing professional engineering work on a water treatment plant, which must have included responsibilities in the planning, design, and construction phases. The six (6) years of experience must have included two (2) years of lead responsibility.

• Experience with treatment plant and pumping plant design.

Ideal Skills and Abilities:

Ability to:

• Prepare clear, concise, and accurate reports and correspondence.

• Negotiate, prepare, and administer complex agreements.

• Read and interpret engineering plans, drawings, specifications, and contract documents.

• Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.

• Interpret and apply federal, state, and local policies, laws, and regulations.

• Communicate clearly and concisely, both orally and in writing.

• Establish and maintain effective working relationships with those contacted in the course of work.

Ideal Knowledge:

• Principles and practices of public sector contract administration, negotiation, preparation, and management.

• Pertinent federal, state, and local laws, codes, and regulations.

• Principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures.

Ideal Training and Education:

Graduation from an accredited four-year college or university with major coursework in civil engineering or a related field.

Required License or Certificate

• Must possess a Professional Engineer (PE) License issued by the California Board of Professional Engineers.

• Possession of, or ability to obtain, an appropriate, valid California driver's license. Individuals who do not meet the driver's license requirement due to a disability will be considered for a reasonable accommodation on a case-by-case basis.
