THE POSITION:


Carlsbad - The Community: This nearly 40 square mile city is ideally situated in north San Diego County with an approximate population of 110,000. It offers a great climate, beautiful beaches, lagoons and abundant natural open space. The Department:  The Public Works Department is responsible for planning, providing and maintaining infrastructure that supports Carlsbad's excellent quality of life. The department includes a variety of Divisions including Administration, Environmental Management, General Services, Utilities and Transportation. More than 173 full time staff support the Department which has an annual budget of $90 million, along with a total Capital Improvement Program appropriation of $260 million.

The Position:
Under general direction, perform professional civil engineering work in the design and construction of streets, sidewalks, traffic control devices and other public capital projects with a focus on traffic and mobility infrastructure.  The Associate Engineer - Traffic position works on a variety of projects, which may include multimodal transportation impact studies, site plan reviews, transportation sections of CEQA documents, TDM plans, impact fee studies, transit access studies, and long-range transportation plans. The incumbent will coordinate various commuter programs for the City, including Carlsbad Commuter, Bicycle Parking Management, and the Safe Routes to School Program. 
 
Support the development of the City’s Traffic Impact Fee program and Transportation Demand Management (TDM) program and coordinate the Annual Active Transportation Data Collection and Monitoring Program including collection and analysis of multimodal traffic counts, travel behavior surveys, and transit ridership. Supervise and coordinate work related to transportation projects and do related work as assigned. 

The Ideal Candidate will have experience with the basic principles of multimodal operations analysis and including Multimodal Level of Service (MMLOS), intersection Level of Service (LOS) analysis, and travel demand forecasting and have the ability to develop and implement long-range traffic and transportation projects. The ability to use traffic operations analysis (e.g. Synchro or HCS), is a plus.

  • KEY RESPONSIBILITIES:

    Typical duties assigned to this position include, but are not limited to

    Evaluate and make recommendations on traffic-related matters and traffic control device requests from internal and external shareholders.  Investigate and respond to requests from the public.

    Review and approve temporary traffic control plans for construction and for city special events.

    Implement and manage the city's traffic calming program otherwise known as the Carlsbad Residential Traffic Management Program.

    Analyze and interpret traffic data including traffic counts, speed measurements and collision records. 

    Use computer-aided drafting software (AutoCAD) to prepare detailed drawings, plans and work orders.

    Complete or supervise the design of traffic signals, signing/striping, temporary traffic control, bicycle/pedestrian facilities and other transportation improvement plans.

    Propose, develop and implement infrastructure improvements for non-motorized travelers such as bicyclists and pedestrians.

    Review plans, maps, specifications, estimates, and other work for accuracy, presentation, and conduct inspection as appropriate to assure conformance with established practices, laws, policies and ordinances.

    Supervise and coordinate project management activities in technical areas assigned, including using standard practices of project and program management.  Develop detailed project schedules and manage execution of projects to be delivered on time and within budget.

    Work with and manage external consultants.  Coordinate project scope and design with outside consultants.

    Prepare professional services agreement, contracts and contact documents related to the execution of city capital projects.  Review and approve invoices related to projects assigned.

    Participate in the development of standard engineering specifications, criteria, practices and policy/procedure statements.  Provide technical advice to field operations, other city departments and the general public in the interpretation of traffic-related city ordinances, policies, regulations and practices.

    Perform field inspection of project sites and collect any data required for analysis and study.

    Prepare and present staff reports to the Traffic and Mobility Commission and City Council.

    Represent the City in the community and at professional meetings as required. 

     

    QUALIFICATIONS:

    Principles, practice and methods of traffic engineering. 

    Methods of preparing designs, plans, specifications, estimates, reports and recommendations relating to engineering projects.
     
    Applicable federal, state and local codes, design standards, laws and recommendations relating to engineering projects, including but not limited to, the Manual on Uniform Traffic Control Devices, the California Highway Design Manual, the California Vehicle Code, and the Carlsbad Municipal Code.

    Communicate clearly and concisely, orally and in writing. 

    Supervise, train and evaluate assigned staff.

    Computer Skills:
    AutoCAD, Microsoft Office Suite, Document Management Systems and Geographic Information Systems software.
     

     

    EXPERIENCE & EDUCATION:

    Knowledge Skills and Abilities are located in the attached KSA matrix.

    Any combination equivalent to experience and education that could likely provide the required knowledge and abilities is qualifying.

    A typical way to obtain the knowledge and abilities would include educational training equivalent to completion of the twelfth grade, including or supplemented by courses in drafting, algebra, geometry, and trigonometry and some related experience.

    PREFERRED
    Bachelor's Degree in Engineering or a closely related field, preferred.


    "Engineer in Training Certificate" required.
     
    Five years of progressively responsible professional work experience required for the Associate Engineer position.

    A master's degree in engineering or a related field may be substituted for work experience
