SALARY: $89,296.00 - $147,338.00 Annually DOQ

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining and completing employee performance appraisals; interviews and selects new employees; plans and coordinates training activities.

Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; consults with assigned staff, assists staff with complex situations and problems, and provides technical expertise.

Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations.

Consults with Department Director, consulting engineers, State officials, and other officials to review division operations/activities, review/resolve problems, receive advice/direction, and provide recommendations; meets with other County officials and state officials to coordinate development projects; delivers multi-media presentations to Director, County Manager, Board of Commissioners or other individuals.

Coordinates projects and work activities with those of other divisions, other departments, utility companies, contractors, outside agencies, or others as needed.

Assists Director with day-to-day operations of the Department; performs the duties of Director in absence of same.

Develops and implements long and short-term plans, goals, and objectives for the division; evaluates efficiency and effectiveness of division operations, methods, procedures, and use of resources; implements improvements as needed.

Develops, updates, and implements division policies and procedures; produces policies for cross-connection control and other programs; updates water and sewer construction standards and specifications.

Assists with development and implementation of departmental budget; monitors expenditures to ensure compliance with approved budget.

Directs activities involving engineering, plan approval, and construction of water and wastewater infrastructure improvements; supervises or conducts review of all commercial and residential engineering plans/drawings and specifications for additions and improvements to the water and sewer system; reviews hydraulic modeling reports and studies for accuracy and correctness; authorizes any modifications and additions to the County water or sewer system.

Manages and works closely with engineering consultants to develop engineering plans for construction plans; directs engineering consultants to produce technical studies; evaluates technical reports from consultants to aid in decision-making on water and sewer system; approves payments to engineering consulting firms providing services to the Department.

Develops cost estimates for potential construction projects; conducts field visits to potential construction sites to evaluate feasibility of plans; presents cost estimates and recommendations to Director and others as appropriate; manages and oversees consultants in the preparation of bid packages for construction projects.

Coordinates scheduling of work performed by contractors for the Department; evaluates construction progress reports from contractors; approves/accepts construction work and approves payments to contractors for work performed for the Department.

Supervises construction inspection activities to ensure code compliance of residential and commercial projects; assigns inspection workload to inspectors; inspects construction of water and sewer system to monitor current construction practices.

Communicates or meets with developers and engineers to discuss development projects, engineering concepts, and related issues; advises engineers and developers on size and type of water meters needed for commercial and industrial projects.

Provides technical information and assistance to developers, engineers, staff members, customers, the public, or other individuals; assists with right-of-way acquisitions; supports operations and maintenance personnel through technical support/advice; responds to complaints and questions related to department operations, activities, and issues; provides information, researches problems, and initiates problem resolution.

Supervises and assists with calculation and collection of tap fees and review and inspection fees for sewer projects; collects water tap fees for commercial and industrial projects with large meters.

Reviews zoning applications and produces impact studies reflecting anticipated impacts of growth; presents impact studies and recommended improvements to Planning Board.

Manages and supervises cross-connection control program to prevent contamination of the County’s potable water supply; ensures program compliance with state requirements.

Conducts flow tests; operates fire hydrants, flow gauges, and pressure gauges; operates ultrasonic flow meters to measure system flows; calculates flows to evaluate water system.

Manages maintenance of the geographical information system (GIS) computer mapping database of the County’s water and sewer system; operates, maintains, and updates computerized hydraulic water model of the County system. 

 

ADDITIONAL FUNCTIONS

Assists in repairing leaks, operating equipment, or performing other tasks associated with division operations as needed; provides assistance to other employees or departments as needed.

Performs other related duties as required.

Minimum Qualifications

Bachelor’s degree in Civil Engineering or closely related field; supplemented by five (5) years previous experience and/or training that includes civil engineering, construction project management, contract administration, personnel supervision, and general management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. 

  • Must possess and maintain State of Georgia Professional Engineer (P.E.) license. 

  • Must possess and maintain a valid Georgia driver’s license with appropriate endorsement.
