Overview: Valley Water is the primary water resource agency for Santa Clara County, supplying safe, clean water, providing flood protection, and serving as an environmental steward for healthy ecosystems. Valley Water serves approximately two million people in 15 cities and manages 10 dams and surface water reservoirs, three water treatment plants, a state-of-the-art water quality laboratory, 400 acres of groundwater recharge ponds, and 275 miles of streams.
This Associate Civil Engineer acts as the Water Quality Liaison to one of three of Valley Water's Water Treatment Plants (WTPs) and is part of the Water Quality and Treatment Process Engineering Program. Examples of assignments include developing and implementing water quality programs; leading water quality process engineering investigations and projects at the WTPs; assisting with source water protection programs; and other related assignments to ensure Valley Water's water meets federal and state standards. This position functionally supervises Assistant Civil Engineers and Interns.
Key Responsibilities include, but are not limited to:
• Provides process engineering support with respect to treatment process optimization, trouble shooting, water quality goals, research, and drinking water regulatory compliance.
• Develop and implement water quality programs.
• Provide technical support to treatment plant operations team, leading water quality process investigations and small engineering projects.
• Assist with source water quality and protection programs and other related assignments to ensure compliance with federal and state standards and regulations.
• Respond to inquiries from internal or external parties on water quality and related issues.
• Provide water quality expertise to capital and maintenance projects.
• Lead or support pipeline disinfection and dichlorination.
• Lead the Water Quality Unit research programs by coordinating research and developing pilot and full-scale treatment studies.
• Provide general water quality and customer support.
• Lead the production of the Annual Large Water System Report to the Division of Drinking Water.
• Actively track source water conditions and recommend source or treatment plant changes for one of the water treatment plants.
• Manage multiple projects and assignments with differing priorities, maintain effective working relationships with other Valley Water units, agencies, and the public, and maintain organized and accurate documents and files.
• Ensure adherence to professional engineering codes, standards, and Valley Water policies; develop scopes of work, budgets, schedules, project plans, and maintain project files.
• Will oversee negotiation and administration of consultant and professional service contracts and agreements and regulatory permits as needed in support of assigned projects.
• May provide supervision to Assistant Civil Engineers and temporary staff or student interns.

• At least four (4) years of professional engineering experience.
• Experience with wastewater or water utility in a treatment plant environment (experience with troubleshooting, optimization, and/or pilot studies is ideal).
• Experience with groundwater and distribution systems from a water utility or regulatory perspective.
• Experience with source water quality monitoring and analysis.
• Project management experience.
• Experience evaluating and commenting on proposed federal / state regulations.
• Experience with regulatory agencies such as State Water Resources Control Board-Division of Drinking Water (DDW) or Regional Water Quality Control Board, U.S. or CA Environmental Protection Agencies preferred but not required
• Experience working with operations, maintenance, and field staff.
• Experience working as a part of multi-functional teams.
• Degree in Civil, Chemical, or Environmental Engineering with coursework in chemistry, environmental, sanitary, or water supply engineering.

• Conduct engineering research projects, evaluate alternatives, make sound recommendations, and prepare effective technical reports.
• Organize and prioritize multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
• Make sound, independent decisions within established policy and procedural guidelines, and best engineering practices.

• Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.
• English usage, grammar, spelling, vocabulary, and punctuation.
• Principles and techniques for providing customer service by effectively dealing with the public, vendors, contractors, and Valley Water staff.
Ideal Training and Education:
Graduation from an accredited four-year college or university with major coursework in civil engineering or a field related to assigned functional areas.
Possession of a valid California Engineer-in-Training (EIT) Certificate with two (2) years of associated paraprofessional engineering experience
Required License or Certificate
• Treatment plant or distribution operator certification preferred but not required.
