The Modesto Irrigation District is currently recruiting to fill one full-time regular position in the
Civil Engineering Department, Water Operations Division, to plan, organize, direct and
coordinate the activities of the Civil Engineering Department within the Water Operations
Division including the planning and design of civil engineering projects, completion of
engineering studies, surveying, and preparation of engineering plans, maps and specifications;
to coordinate Civil Engineering activities with other divisions and departments; and to provide
highly complex staff assistance to the Assistant General Manager, Water Operations.
SUPERVISION RECEIVED AND EXERCISED
Receives administrative direction from the Assistant General Manager, Water Operations.
Exercises direct supervision over assigned supervisory, professional and technical personnel.

be used to fill other Civil Engineering Manager vacancies that may occur within the District
through December 3, 2022.
EXAMPLES OF DUTIES:
Duties may include, but are not limited to, the following:
Develop and implement departmental goals, objectives, policies and procedures.
Plan, organize and direct activities including the preparation of civil engineering designs,
engineering surveys, construction plans, specifications, cost estimates, and maps.
Direct, oversee and participate in the development of the Civil Engineering Department
work plan; assign work activities, projects and programs; monitor work flow; review and
evaluate work products, methods and procedures.
Prepare the Civil Engineering budget; assist in budget implementation; participate in the
forecast of additional funds needed for staffing, equipment, materials and supplies;
administer the approved budget; assist in the preparation of the irrigation construction
budget.
Recommend the appointment of personnel; provide or coordinate staff training; conduct

performance evaluations; implement discipline procedures as required; maintain discipline
and high standards necessary for the efficient and professional operation of the
Department.
Manage the selection and oversight of consultants; review consultants' proposals to
ensure that reports, master plans, design drawings and detailed design specifications are
prepared according to project requirements.
Provide detailed and high level engineering oversight for projects related to the design and
construction of civil engineering projects; provide assistance to local growers with
irrigation system design and with resolving irrigation related issues.
Provide daily support and coordination to field personnel and customers on a variety of
engineering and irrigation issues; receive and respond to customer questions and
concerns related to right-of-way issues, irrigation issues, and current and projected water
supply.
Review proposed legislation to determine impact on department operations and make
recommendations in response to legislation.
Perform dam and tunnel inspections; document results of inspection; and identify solutions
to any defects found during inspection.
Represent the department and division to outside agencies and organizations; participate
in outside community and professional groups and committees; provide technical
assistance as necessary.
Research and prepare technical and administrative reports; prepare written
correspondence.
Build and maintain positive working relationships with co-workers, other District
employees, outside agencies, and the public using principles of good customer service.
Perform related duties as assigned.
TYPICAL QUALIFICATIONS:
Any combination of experience and training that would provide the required knowledge and
abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience: Seven years of increasingly responsible experience in the project management of
civil engineering projects; including two years of supervisory responsibility.
Education: Equivalent to a Bachelor's degree from an accredited college or university with major
course work in Civil Engineering or a related field.
Knowledge of:
Principles and practices of civil engineering design including structural and irrigation
design, pump design, hydrology and surveying.
Water rights, flood control operations and river water accounting principles.
Principles of engineering construction contracts, specifications, and construction
procedures and inspection.
Methods, practices, equipment and materials used in the design and construction of
dams, canals, pipelines, and civil and electrical structures.
Principles and practices of leadership, motivation, team building and conflict resolution.
Pertinent local, State and Federal rules, regulations and laws.
Principles and practices of organizational analysis and management.
Budgeting procedures and techniques.
Principles and practices of supervision, training and personnel management.
Principles and practices of safety management.
Modern office equipment including the use of applicable computer applications.
Principles and practices of effective customer service.
Ability to:

Organize and direct the Civil Engineering Department operations.
On a continuous basis, analyze budget and technical reports; interpret and evaluate staff
reports; know laws, regulations and codes; observe performance and evaluate staff;
problem solve department related issues; remember various rules and procedures; and
explain and interpret policy.
Analyze problems, identify alternative solutions, project consequences of proposed
actions and implement recommendations in support of goals.
Perform complex civil engineering design and review.
Prepare and interpret legal descriptions, construction contracts, and design and
construction specifications.
Gain cooperation through discussion and persuasion.
Interpret and apply District and department policies, procedures, rules and regulations.
Effectively receive and respond to customer questions and concerns related to the
District's irrigation system; provide technical support to field personnel and growers.
Supervise, train and evaluate personnel.
Operate and use modern office equipment including a computer and applicable software.
Establish and maintain effective working relationships with those contacted in the course
of work.
Communicate clearly and concisely, both orally and in writing.
License and Certificate: Possession of a valid California class C driver's license at the time of
appointment. Possession of a valid certificate as a registered Professional Civil Engineer in the
State of California.
