This position will serve in a leadership role for and manage WPD Project Delivery Division #1. The position will report directly to the Assistant Director of the Watershed Protection Department and will have supervisory responsibility for the work of four Supervising Engineers. This position is accountable for planning, directing, and controlling resources required for the engineering, construction, and maintenance of major existing and future engineering projects.

These functions will span the Department’s three primary missions (flood risk reduction, stream restoration, and water quality protection) and require a high-degree of integration with business and service delivery processes across all parts of the organization, as well as with other City processes and departments. In developing and performing these functions, the Managing Engineer will ensure that capital projects are planned and implemented in accordance with the City’s and WPD CIP guidelines and procedures; lead and/or support the development and implementation of performance measures that align with SD23 and the WPD Strategic Plan; support the implementation of project/program management information and performance measurement systems; develop and ensure implementation of an engineering quality assurance / quality control (QA/QC) program;  monitor in-house project delivery capabilities and capacity and provide recommendations to augment capabilities and capacity as needed; provide input into the annual update of the five-year Capital Improvement Plan, the annual business plan, and annual operating plan; and serve as an in-house consultant and mentor for WPD capital project sponsors and in-house project delivery teams.  


  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Engineering, or in a field related to the job, eight (8) years experience in engineering, six (6) years of  work experience must be acquired after licensing as a professional engineer and four (4) years of which were in a supervisory capacity. 
  • A Masters Degree will substitute for up to one (1) year of work experience. 
  • PhD degree will substitute for up to two (2) years of work experience.
