This position is responsible for directing the operations of the Engineering Department, including those associated with capital improvement projects; engineering review and design services; street, traffic, and signs and markings operations; tree maintenance; and stormwater system maintenance. The major duties for this position include:

  • Directing the day-to-day operations of the department; developing and implementing department policies and procedures; directing internal workflow and managing the work of the eternal contractors.
  • Administering city-wide engineering capital improvement programs, including new roadway construction; paving and resurfacing; stormwater/drainage improvements; traffic, signal, street lighting, and sidewalk improvements; building improvements and other projects as directed by the City Council.
  • Prepares and executes the engineering, arbor, and stormwater utility budgets; and institutes workflow efficiencies and cost savings.
  • Procures services, signs contracts, and processes purchase requisitions and purchase orders.
  • Administering and interpreting city policy and ordinances and ensuring compliance with federal and state rules and regulations.
  • Interpreting and applying the Land Development Code.
  • Negotiating and securing inter-agency agreements, right-of-way agreements, temporary and permanent easements, and engineering permits.
  • Hiring, training, assigning, directing, scheduling, supervising, evaluating, and disciplining personnel
  • Advising elected and appointed officials, department heads, city staff, and the general public in regard to matters related to modern engineering principles and practices, construction and maintenance methods, materials, equipment, and costs.
  • Developing and delivering presentations; preparing a variety of correspondence and reports.
  • Performing other related duties.


  • Comprehensive knowledge of modern practices, techniques, methods, procedures, and the principle of engineering; public works infrastructure constructions, maintenance and repair principles; architecture principles and practices; research, data analysis, and report preparation methods; relevant federal and state laws, city ordinances, and department policies and procedures; computers and job-related software programs; GIS principles; transportation planning principles; contract management principles; and relevant state and federal regulations.
  • The ability to establish and maintain effecting relationships with employees, city officials, and the public; manage people, resolve technical and personnel problems, and communicate effectively both orally and in writing; plan, direct, supervise, coordinate, organize and inspect engineering department activities and plans; and to plan, assign, and instruct work of technical personnel.
  • Bachelor’s Degree in Civil, Environmental, Structural Engineering, or related course.
  • Professional Engineer license in the State of Georgia (or the ability to obtain licensure by comity within 6 months)
  • 5 years of experience in a related field.
  • Possession of or ability to obtain a valid GA Driver’s License
