The   Senior Civil Engineer performs project management and professional engineering work, policy development, and administrative planning.  
 
Possession of a Certificate of Registration as a Professional Civil Engineer in the State of California REQUIRED. Possession of a Certificate of Registration as a Professional Traffic Engineer in the State of California HIGHLY DESIREABLE.
 
The City of Benicia is comprised of approximately 215 full-time talented City employees who support a common goal of providing excellent service to the community.  Specifically, the Public Works Department is responsible for engineering, water diversion and treatment, distribution, storage, wastewater collection, wastewater treatment and discharge, streets, vehicle maintenance, and the City’s stormwater system. The department operates a corporation yard, wastewater treatment plant, and a conventional surface water treatment plant.   The Senior Civil Engineer will have the ability to work within multiple disciplines including development, structures, GIS, water resources, water treatment, stormwater and general engineering services. 
 
Under general direction of the City Engineer, supervises and plans the work of a small staff of professional and sub-professional engineering personnel engaged in development review, permit issuance, traffic engineering, surveying, inspection, design and drafting of public works projects; performs project management and professional engineering work; participates as a member of the department's management team in departmental policy development, administrative planning and addressing of departmental problems; and does related work as required.

 

 Distinguishing Characteristics:

This position is characterized by management responsibility for the staff and daily operations of the Engineering Division of the Public Works Department. This class is distinguished from the City Engineer in that the latter is responsible for overall management of the Maintenance Division, Engineering Division and Capital Improvement Program within the department.

The incumbent is responsible for ensuring that the traffic engineering program and other major programs of the Public Works Department are carried out in accordance with Department and City policy. The Senior Civil Engineer is accountable for demonstrating a level of competence in civil engineering work appropriate to a fully qualified professional civil engineer. Experience in traffic engineering work is also required. All design work either performed or supervised must reflect modern day engineering principles and be in accordance with City requirements.

 

 Representative Duties / Qualifications:

The representative duties listed include essential and marginal functions that vary by position. Individuals with disabilities will be considered for placement into positions in this class based upon an assessment of the essential functions of the particular position.

Coordinates, supervises and performs responsible engineering work in connection with municipal public works projects and the City's traffic engineering program.

Prepares and supervises the design of engineering plans and specifications for the construction of streets, storm drains, parks, traffic control systems, water and wastewater facilities, and other municipal improvements.

Supervises the checking of subdivision maps and improvement plans for conformance to City standards.

Participates and supervises in the final inspection of capital improvement projects for compliance with City specifications.

Checks plans and specifications for accuracy of design and completeness.

Interprets application of design criteria on public works and encroachment permit projects.


Participates and supervises civil and traffic engineering work including application of design criteria, map checking, project plans/specification preparation, inspection procedures, traffic studies/surveys and special reports.

Supervises right-of-way engineering work.

Resolves disputes between City and contractors on public works and encroachment permit projects.

Works with contractors and consultants engaged in public works and development projects including inspection of work, consulting with design engineer, reviewing and approving payment requests.

Prepares preliminary and final project cost estimates.

Coordinates engineering work with other departmental divisions, consultants, developers and property owners, contractors, regulatory agencies, outside public agencies and the general public.

Prepares grant applications and special reports.

Develops work schedules, assigns tasks, and evaluates performance of division staff.

Provides public information related to a variety of traffic operational issues and public works and private development projects.

Answers and responds to inquiries from the public, school district, Police and Community Development Departments regarding traffic operational issues and traffic conditions for various projects; represents the Public Works Department at the Traffic, Pedestrian and Bicycle Committee meetings and other public meetings as required.

QUALIFICATIONS:

Knowledge of:

Advanced principles and practices of civil engineering including the design, construction and inspection of public works facilities.

Principles and practices of traffic engineering including planning, operating, safety and maintenance programs.

Principles of organization, administration, budget and personnel management; departmental policies and regulations particularly related to engineering.

Pertinent laws, ordinances, and regulations as they apply to public works construction and building code requirements.

Ability to:

Sit for up to 4 hours; stand or walk for periods of up to 2 hours; lift or carry up to 10 pounds; walk on uneven ground; drive cars, trucks, forklifts, or other equipment, and otherwise be around equipment and machinery while visiting field/construction sites.

Maybe exposed to dust, gas, fumes or chemicals or marked changes in temperatures or humidity while on plant grounds.

Plan, assign, determine priorities and supervise work of sub-professional and professional engineering personnel.

Prepare engineering plans and specifications and technical reports.


Communicate effectively both orally and in writing.

Ability to determine inherence to engineering specifications on a variety of public works improvement and construction projects.

Explain technical issues to non-professional people.

Deal effectively with developers, contractors, civil engineers, consultants and the general public to maintain good public relations.

EXPERIENCE AND EDUCATION:

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities will be qualifying. A typical way to acquire the knowledge and abilities would be

Experience:

Four years of increasingly responsible civil engineering experience including at least two years administrative or supervisory experience.

Two years of increasingly responsible traffic engineering experience desireable.

Education:

Graduation from a four-year college or university with a degree in civil engineering or a related field.

Special Requirements:

Possession of an appropriate and valid driver's license as issued by the California State Department of Motor Vehicles.

Possession of a Certificate of Registration as a Professional Civil Engineer in the State of California. Possession of a Certificate of Registration as a Professional Traffic Engineer in the State of California is highly desirable.
