The City of Anaheim Public Works Department is seeking a customer service oriented Assistant Engineer A and Associate Engineer to support the department's Traffic & Transportation Section. The Traffic & Transportation Section provides for mobility and safety of people and goods. Services range from increasing arterial street capacity by operating Intelligent Transportation Systems infrastructure, to providing traffic planning assistance for both local and regional transportation projects. These services fit into the larger City purposes by enhancing neighborhoods by protecting residential streets from excessive cut-through traffic; providing access to businesses to build a strong economy; enhancing safety through adequate intelligent transportation systems/traffic signal construction and maintenance, arterial signing and striping.

Assistant Engineer A:

The Assistant Engineer A will perform para-professional and technical engineering work including plan review, contract administration and design in assigned area of responsibility; and to provide technical staff assistance to higher level engineering staff. 


This position, under the Public Works Traffic & Transportation Section traffic engineering team, is a critical position due to its key role with reviewing and issuing of various permits including transportation permits, parking permits, block party permits, film permits, etc. The incumbent will provide customers assistance in person, via email, and over the phone and respond to questions and inquiries from the public on traffic engineering related items. They will lead the signing and striping efforts for the entire section, taking in requests, performing fieldwork, making recommendations, preparing signing and striping work orders, and coordinate the installation of the work.


Candidates must possess some civil engineering work experience or have completed three (3) years of course work in a board-approved engineering curriculum (any curriculum approved by the Engineering Accreditation Commission (EAC) of the Accreditation Board for Engineering Technology (ABET).  A Bachelor's degree in Civil Engineering and possession of a Engineering-in-Training (EIT) certificate is highly desirable.

The ideal candidate:

  • Is able to provide effective and quality customer service to the general public daily.
  • Is able to perform a variety of entry-level administrative duties efficiently, such as: copying, filing, and mass mailing.
  • Is able to assemble and compile data and apply basic statistical and analysis techniques.
  • Can effectively utilizes the capabilities and functions of other standard office software applications such as: email, presentation, and word processing. 
  • Is knowledgeable and efficient with AutoCAD, Microsoft Excel, and Adobe Acrobat. Ideal, but not required: is familiar with basic GIS features and functions. 
  • Is knowledgeable and familiar with the CA MUTCD and WATCH manual.


Associate Engineer:

The Associate Engineer will perform professional and technical level engineering work including plan reviews, contract administration, and traffic engineering design; assists higher level engineers on large and complex public works projects or act as a project manager on assigned projects; respond to questions and inquiries from the general public, developers, contractors, engineering professionals, and City staff regarding traffic engineering and capital  projects; and provide technical staff assistance to higher level engineering staff.
 
This position, under the Public Works Traffic & Transportation Section capital team, is a critical position due to its key role with capital projects, permitting, and resident engagement.  The incumbent will act as Project Manager for traffic lead capital improvement projects, ensures all permit reviews of traffic control plan sets are completed with the review date, plan checks all City lead projects for traffic signal and signing and striping plans; and manages the day-to-day operations of the City’s Neighborhood Traffic Management Program


Candidates must possess two (2) years of professional engineering experience, supplemented by a Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field.  Candidates must also possess an Engineer in Training (EIT) certificate or certification as a Professional Engineer (PE).  

ESSENTIAL FUNCTIONS:

The following functions are typical for both classifications. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.

Review work of private engineers for compliance with City standards and practices; review work of outside plan check staff; review shop drawings submitted by construction contractors; determine engineering requirements for new developments; review and provide recommendations for processing change orders requested by contractors.


Participate in the selection of private consulting engineering services; prepare proposals; conduct interviews and review consultant qualifications; provide recommendations in the selection of consulting engineers.

Review and update engineering standard drawings, specifications and design criteria.

Coordinate public works activities with other City departments, divisions, sections and outside agencies.

Participate in planning and directing traffic engineering and transportation activities.
 
Conduct a variety of technical engineering studies; review transportation planning studies; analyze traffic impact studies.

Prepare standards, methods and techniques for traffic improvement programs; supervise the collection and analysis of data related to traffic issues.

Review City codes and ordinances for appropriate additions and deletions concerning traffic engineering problems.

Assistant Engineer A Essential Functions:

Assist in planning, prioritizing, assigning, and reviewing the work of project staff and outside consultants.

Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.

Perform a variety of professional and technical level traffic and transportation work including traffic system planning, design and operation, and to provide technical assistance to higher level engineering staff.

Prepare and review plans, specifications and estimates for traffic engineering contracts; review subdivision and development plans.

Prepare grant applications; administer grant funding ensuring compliance with appropriate guidelines and regulations.

Coordinate and oversee projects with other agencies and departments; prepare reports for the City Council.

Confer with architects, engineers, and consultants in the collection of data to prepare cost and construction estimates, legal descriptions, and plans for engineering projects.

Perform a variety of traffic engineering studies involving the use of computer programs and models.


Perform related duties and responsibilities as required. 

Associate Engineer Essential Functions:

Review  preliminary and final plans for grading, street and traffic improvements, public utility and telecommunication projects, cost estimates, schedules, and specifications for private development and public improvement projects including street, water, traffic, traffic control, sewer, and storm drain improvements; supervise and assist in project review, design, and contract administration.

Issue and revise permits and update permit fees.
 
Review plans including building, grading, right-of-way construction permits.

Assist higher-level engineers on large and complex development projects or public works construction projects.
 
Act as a project management engineer on assigned construction projects; administer project from inception to completion including design, review, public meetings, bidding and construction; develop scope of work; serve as liaison to City staff, developers, engineers, consultants, the general public and external agencies on proposed development projects; and develop project timelines and sets priorities.
 
As assigned, supervise, plan, prioritize, assign, and review the work of project staff; participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.

Respond to questions and inquiries from the general public, developers, contractors, engineering professionals, and City staff regarding engineering and development projects.
 
Serve as staff to a variety of City commissions, boards and committees; as assigned, attend and participate in a variety of meetings including Planning Commission, Neighborhood Council, and Traffic Calming meetings.
 
Prepare regional, state, and federal grants and other federally funded projects; monitor and track application requests and approved grant programs.
 
Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of civil engineering, traffic engineering, and surveying/mapping. 
 
Prepare and implement signal timing plans for daily operation and special events. 

Review Traffic Impact Analyses and ensure conformance with City requirements, CEQA requirements, and industry standards and best practices. 

Respond to Traffic Calming requests by holding neighborhood meetings, meeting with residents, collecting and analyzing data, and implementing the City's Neighborhood Traffic Management Program.

Review Traffic Control Plans to ensure conformance with WATCH standards. 

Perform related duties and responsibilities as required. 

QUALIFICATIONS:

Assistant Engineer A Qualifications:


Experience and Training Guidelines:Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities are as follows:

  • Experience: Some professional level experience in civil engineering or traffic engineering.

  • Three years of course work in a board-approved engineering curriculum (any curriculum approved by the Engineering Accreditation Commission (EAC) of the Accreditation Board for Engineering Technology (ABET). Or three years or more of engineering related experience.

Knowledge of: Basic principles and practices of civil engineering and design; practices and terminology in surveying and construction standards; basic principles and practices of hydraulic engineering and hydrology; pertinent Federal, State, and local laws, codes and regulations; principles of mathematics as applied to engineering calculations; microcomputer software including spreadsheet and data base applications. In addition to when assigned to Traffic: basic principles and practices of civil engineering as applied to traffic and transportation engineering; statistical survey methods used in research and analysis of traffic engineering studies; basic computer applications in traffic and transportation engineering; construction materials and procedures.

Ability to: Perform technical research; read and interpret technical literature, drawings, diagrams and schematics; apply basic traffic engineering and transportation practices to technical problems, present findings and make appropriate reports; use and operate computer systems and software; prepare civil engineering design computations; prepare engineering plans, specifications and estimates for street, sewer and storm drain projects and/or water utility projects; use and care for engineering and drafting instruments and equipment; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.

License/Certification Required:  Possession of a valid California Driver’s License by date of appointment.

Associate Engineer Qualifications:


Experience and Education: Two years of professional engineering experience, supplemented by a Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field.

Knowledge of: Operations, services, and activities of a municipal engineering program; theory, principles, and practices of civil engineering and design; principles of mathematics and their application to engineering work; principles and practices of project management and administration; methods and techniques of contract negotiations and administration; methods, materials, and techniques used in civil engineering projects including those used in the design and construction of development projects; methods and techniques of engineering plan review and analysis; engineering maps and records; recent developments, current literature, and sources of information related to innovations and trends in civil and traffic engineering design and development; principles and practices of business correspondence and technical report preparation; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; graphic software; principles of supervision, training, and performance evaluation; occupational health and safety standards; pertinent federal, state, and local codes, laws, and regulations.
 
Ability to: Perform professional engineering duties involved in the design, development and construction management of a variety of engineering projects; prepare engineering plans, specifications, and estimates for public works projects; make engineering design computations and check, design, and prepare engineering plans and studies draft reports and make recommendations; understand and interpret engineering construction plans, specifications, and other contract documents; perform technical research and solve difficult engineering problems; coordinate and monitor the work of contractors; serve as the project manager on one or more projects; prepare and manage project budgets; maintain detailed project management records and documentation; interpret, apply, and ensure compliance with pertinent federal, state, and local laws, codes, and regulations; respond to questions and inquiries from a variety of sources regarding engineering and development projects; conduct analytical traffic studies accurately and reliably; coordinate activities with internal and external agencies and committees; use and care for engineering, surveying, and drafting instruments and equipment; operate office equipment including computers and supporting word processing, spreadsheet, and database applications; adapt to changing technologies and learn functionality of new equipment and systems; supervise, train, and evaluate assigned staff; deal tactfully and effectively with the general public; read signal plans and schematics; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.


License/Certification Required:
Possession of an Engineer in Training (EIT) certificate or certification as a Professional Engineer (PE). Possession of a valid California Driver’s License by date of appointment.
