Town Engineer

DESCRIPTION:

The Town of Needham is seeking a highly motivated and qualified individual to fill the full-time position of Town Engineer in the Department of Public Works (DPW). The DPW in Needham is charged with a wide variety of infrastructure improvement projects and the incumbent has the ability to make a lasting impact on the community during their tenure. Needham DPW boasts a well-funded capital plan and access to resources for grants and other funding sources that enable the construction of an infrastructure that complements the high expectations for quality of life from its residents and businesses.

Needham is an inclusive, thriving town of more than 30,000 residents that is located 10 miles from downtown Boston and 40 miles from Providence, with a charming, walkable town center, commuter rail and highway access to Boston and a business park that is home to several large technology companies.

DUTIES AND RESPONSIBILITIES:

 Under the direction of the Director of Public Works, plans, organizes, and directs engineering field and office activities; plans procurements, implements, and monitors all major capital improvement projects, and develops, recommends, and implements Engineering Division policies, systems, and procedures.

 Provides overall supervision to the Engineering Division which plans, organizes, and directs all the activities of the DPW in the areas of civil engineering and provides professional expertise including negotiations with outside organizations and contractors; project prioritization; cost estimates and other studies, prepares specifications, contract documents, and presents estimates and recommends course of action.

 Supervises a staff of 9 highly qualified professionals and provides surveys and studies associated with the planning, design, location, construction, maintenance, and repair of highways, sidewalks, bridges, water, sewer, and drainage systems, waterways, and other physical facilities.

 Engages with engineering consulting firms and assures relationships and quality assurance for all work completed on behalf of the Town.

Provides technical assistance and advice to other Town departments, boards and commissions, local, state and federal agencies, engineers, attorneys, architects, contractors, consultants, and with the general public. And attends public hearings to respond to inquiries, requests, and complaints related to proposed or on-going projects; reviews

subdivision plans; calculates construction costs; and inspects work and ensure compliance with applicable requirements, reporting to the Planning Board and Director as necessary

REQUIREMENTS:

Bachelor’s degree in Civil Engineering; must be a registered Professional Engineer in Civil.

Seven (7) to ten (10) years of progressively responsible management experience in design and supervision of the construction of municipal water, sewer, drainage, highway, environmental and recreational projects. A valid motor vehicle license.

Preferred Qualifications:

Masters Degree in Civil Engineering.

Prior municipal work experience, particularly designing and managing large high visibility projects that have an impact on the community. MCPPO Designation
