The Water Quality Program is looking to hire a Senior Stormwater Engineer. This position is located in our Headquarters Office in Lacey, WA


This position is responsible for planning, investigating, and proposing solutions to stormwater engineering problems to grant recipients and municipal permittees so that their stormwater projects are effectively implemented.

    During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need.     This position is an Environmental Engineer 5 in the Program Development Services Section, Municipal Unit. As a Senior Stormwater Engineer, you will work to protect groundwater and surface waters of Washington State, and the wildlife and humans that depend on clean water for life. You will work with a dynamic team comprised of engineers, scientists, permit planners, the public, private groups, and other government agencies. Your guidance will advance the newest science and technologies in the application of Stormwater treatment.

    What you will do: 

    You will be a technical lead, providing oversight of stormwater grant projects and proposals for water quality improvement and protection, and support for local projects related to watershed/basin planning, flow control, regional stormwater facilities, and the stormwater control transfer program. You will:
  • Apply conventional engineering solutions to prevent or mitigate stormwater problems statewide, and help the Water Quality Program develop innovative technical and policy solutions to help the Washington stormwater community address new science and evolving regulatory requirements.
  • Conduct technical support and engineering review for stormwater grant projects.
  • Provide stormwater technical guidance to project proponents, agency staff, managers and stakeholders.
  • Work with various teams to implement effective programs to address statewide stormwater issues.   
  • Assess the effectiveness of proposed stormwater activities and facilities to function as intended.
  • Recommend how best to integrate new science and legal decisions into guidance, permits and regulatory requirements.
  • Respond to internal and external questions regarding green infrastructure, stormwater treatment, flow control, basin planning, and other conventional and emerging stormwater management topics.




    Required Qualifications:
    Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.

    Option 1: 

    • An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field. 

    • Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington.

    • Five (5) years of experience in environmental engineering.


    Option 2: 

    • A Master's degree with major study in one of the following engineering fields: sanitary water resource, civil, geotechnical, environmental, chemical, mechanical, or related field.

    • Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington.

    • Four (4) years of experience in environmental engineering.


    Option 3:

    • A PhD with major study in one of the following engineering fields: sanitary water resource, civil, geotechnical, environmental, chemical, mechanical, or related field.

    • Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington.

    • Two (2) years of experience in environmental engineering.


    Special Requirements/Conditions of Employment: 
    • Must have a valid Driver’s License.
    • Must registered as a Professional Engineer in the state of Washington.

    Desired Qualifications:

    • Experience with watershed planning
    • Experience with water quality and/or hydrologic modelling
