This position will report directly to the Chief Engineer for Planning and Land Development, and directs, manages, and oversees the Installation and Development Services (IDS) Division. 


The IDS Division consists of five core functions:  Donated Project Review; New Service Installations; Backflow Reviews and Compliance; Material and Specifications Support; and Construction Inspection Services. This position requires extensive technical ability and leadership skills to ensure that the teams’ activities support the department’s strategic priorities ensuring that policies, ordinances, development standards, and local plan approval processes (awarded through NC-DEQ) are implemented correctly.  This position serves as a primary contact for private sector land development and engineering needs; creates standards and ensures that resources are allocated; prioritizes projects and workflow practices; addresses hazards and creates appropriate work rules to ensure employees’ safety; and resolves construction and design conflicts. 


• Manage the Installation and Development Services Division of over 45 employees with six direct reports. 

• Manage and administer local plan approval programs to ensure water and sewer infrastructure donated through development driven projects maintain compliance with Charlotte Water, local and state regulations.  

• Ensure new water and sewer services installed in a timely manner complying with Charlotte Water, local and state regulations.

• Oversee a group that manages the Backflow Prevention Program operation as required as part of the Charlotte City Code and in accordance with the Federal EPA Safe Drinking Water Act

• Coordinate and maintain positive relationships with multiple City, Town, County, and State agencies (e.g., City of Charlotte Land Development, Town of Huntersville, Mecklenburg County LUESA, and NCDOT).

• Represent Charlotte Water in the Department, City, and County’s Land Development initiatives and teams.

• Engage directly with development representatives and stakeholders to resolve controversial, complex, or high priority development projects including their design and installations.

• Work with Department’s Engineering, Finance and Budget Teams to develop CIP and operational budget requests and determine annual user fees and connection fees.

• Conducts resource planning to ensure proper level of staffing with changing development conditions and supports organizational adjustments where needed to provide effective overall management and customer service.

• Supervises and coordinates work activities of assigned staff; assigns work, monitors status of work, and inspects completed work; participates and provides input in staffing decisions relative to hiring, firing, discipline, and promotional opportunities; evaluates performance; mentors staff; and aids with career development.

• Performs other related job duties as assigned.


• Knowledge of fundamental engineering, construction, and project management principles to project planning, design, and implementation.

• Knowledge of engineering principles and regulations governing water and wastewater infrastructure permitting, design and construction. 

• Skill in developing, evaluating, and maintaining business workflows and standard practices.

• Skill in communicating to technical and non-technical audiences both verbally and in writing.

• Skill in displaying a high level of resiliency and ability to face difficult situations and manage conflicts effectively. 

• Skill in evaluating competing objectives and ability to facilitate consensus with land development stakeholders, consulting engineers, and permitting representatives.

• Ability to apply concepts of organizational management and leadership towards the effective and efficient management of divisional staff and resources.

• Ability to establish and maintain effective working relationships with other City, Town, and County employees, regulatory and permitting agencies, public officials, business and community land development stakeholders and the general public.

• Ability to manage an operating budget and lead in the establishment of annual user and connection fees.

• Ability to perform effectively in a fast-paced, high-pressure environment. 


• Bachelor’s degree in engineering, construction management, or a related field from an accredited school.

• Seven (7) years of related work experience in engineering or construction management.

• Three (3) years of successful supervisory experience.

Licenses, Certifications or Registrations: 

• Requires a valid driver’s license.

• Requires a Professional Engineering license.
