DEFINITION 
Under close supervision, performs a variety of technical and routine engineering work in the research, design, and construction of water, recycled water, capital improvement, maintenance, and construction projects; and achieves the learning objectives and goals of the Internship program. 
 
 
SUPERVISION RECEIVED AND EXERCISED 
Receives close supervision from assigned supervisory or management staff. Exercises no direct supervision over staff.
 
CLASS CHARACTERISTICS 
This is an entry-level internship position. Under close supervision, incumbents learn and perform routine professional engineering work requiring the application of fundamental engineering principles. As experience is gained, assignments become more varied and complex. Positions at this level receive instruction or assistance as new or unusual situations arise.

  • Assists in the preparation of and/or interprets specifications, plans, sketches, layouts, graphic displays, exhibits, maps, and pertaining to the construction, maintenance, and operation of a variety of water and recycled water facilities.
  • Assists with the review of water and recycled water facilities plans for conformance with District standards.
  • Performs calculations of water and recycled water demands, hydraulics, and other engineering computations.
  • May assist with survey work and/or field verifications of existing facilities.
  • Reviews and evaluates studies, designs, reports, and records generated by other departments and outside entities; conducts research and data gathering of technical datasets, historic information, current projects, and related information to provide technical support in response to requests from internal staff and external parties.
  • Uses appropriate Engineering terminology and demonstrates an academic understanding of Engineering principles.
  • Completes data entry accurately and identifies abnormalities and inaccuracies.
  • Prepares written reports and correspondence. Types, formats, edits, revises, proofreads, and prints staff reports, memoranda, agreements, fee estimates and other specialized documents.
  • Uses AutoCAD, GIS, Microsoft Excel, Microsoft Outlook, and similar programs to complete work assignments.
  • Prioritizes and balances multiple assignments simultaneously.
  • Follows and applies District policies and procedures and accomplishes work in accordance with established procedures.
  • Meets deadlines while maintaining work quality and collaborates with assigned teams to effectively accomplish tasks and projects.
  • Coordinates with District operations, administrative, and finance staff regarding capital improvement and development projects.
  • Takes initiative to see that work is completed, demonstrates motivation to learn and do well. Actively asks questions to see that work is completed correctly.
  • Adheres to office procedures including record management policies and procedures, ensuring compliance with the District’s retention policy.

QUALIFICATIONS 

Knowledge of:
 

  • District policies, procedures, and practices.
  • Methods, procedures, objectives, and standard practices of water and wastewater treatment systems and processes.
  • Plan check and review practices, and permit filing and approval procedures.
  • Methods and techniques of using engineering plans and drawings to perform assigned duties.
  • College-level mathematical skills and business mathematics, and techniques of preparing engineering calculations and computations.
  • Engineering and construction terminology.
  • Proficient use of GIS programs.
  • Water systems and hydraulics.
  • Pertinent laws, codes, and regulations in assigned areas of responsibility.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
 
Equivalent to completion of the twelfth (12th) grade; and 
 
Must be enrolled in or have completed a four-year degree program in engineering at an accredited institution. A Civil or Environmental Engineering degree program is preferred. Students must be in good academic standing and maintain a Grade Point Average (GPA) of 2.5 or better to qualify and remain in the internship program. The District may request proof of enrollment and/or transcripts. Students must be enrolled in an institution with sufficient credits to be classified as a Junior or Senior, and must be at least 18 years of age.
 
Licenses and Certifications:
 

  • Must possess a valid US driver’s license upon date of application. Must obtain California driver’s license following hire date per California DMV regulations.

ABOUT THE BEAUMONT-CHERRY VALLEY WATER DISTRICT
The Beaumont-Cherry Valley Water District, or BCVWD, was established in 1919 as the Beaumont Irrigation District. The name was changed to the Beaumont-Cherry Valley Water District in 1973. BCVWD is a public special district governed by a Board of Directors elected by the public. The District’s present service area covers approximately 28 square miles and currently provides potable and non-potable water service in the City of Beaumont and the unincorporated community of Cherry Valley in Riverside and San Bernardino Counties in Southern California. District facilities include 15 reservoirs, more than 100 miles of water pipelines, over 40 miles of non-potable pipelines, 24 wells, 4 water pump stations, and nearly 20,000 metered services.

Program Description
An internship is a form of experiential learning that integrates knowledge and theory learned in the classroom with practical application and skills development in a professional setting. Internships give students the opportunity to gain valuable applied experience and make connections in professional fields they are considering for career paths and give employers the opportunity to guide and evaluate talent. 
BCVWD is offering an Engineering Internship for students or recent graduates interested in learning various aspects of potable and non-potable water engineering projects, including utility principles and techniques. The Intern works with the District’s engineering staff and the internship may include field engineering work and data collection/maintenance.

The Internship Program
This is a year-round paid internship opportunity in which the Intern can work full-time during the summer (160 hours/month) and part-time (up to 20 hours/week) during the academic year. The Intern’s work schedule will include every Friday off and work will be coordinated with their supervisor(s). No overtime will be offered. The total number of hours worked in a calendar year shall not exceed 980. 
This position is a non-exempt (hourly), entry-level administrative and technical classification. All candidates will be required to complete a District job application, and successful applicants may be selected for an interview. Employment with the District requires completion of a successful background check and drug screen.
 
Learning Objectives/Goals
Through the course of the Internship, the Intern may perform the following:

  • Read and understand engineering drawings,
  • Review work of private developer engineers for compliance with codes and District standards and practices,
  • Prepare reports, spreadsheets, presentations, project schedules, and/or budgets,
  • Perform engineering analysis,
  • Perform engineering work such as calculations, design details, and various estimates for District related projects,
  • Conduct research and data analysis,
  • Gain an entry-level understanding of AutoCAD software,
  • Gain a basic knowledge of open-channel and closed-conduit hydraulics,
  • Participation in field work and site visits, and
  • Gain an entry-level knowledge of GIS using ArcGIS/ArcMap.

 
Training and Resources
BCVWD will provide all required resources to complete work assignments, such as a computer and access to the necessary software. The Intern will be responsible for equipment and property issued and upon the completion or termination of the Internship will return all issued items to the District.
The Intern will regularly meet with Engineering staff to receive direction and guidance on various tasks and work, with a formal one-on-one meeting with the Director of Engineering (or assigned Engineering staff) bi-weekly to review progress of the learning objectives and receive additional coaching. 
BCVWD uses a hands-on, collaborative training style with department problem-solving sessions as well as more formal one-on-one training. The Intern will also participate in all-staff training and collaborate with other District departments in the course of their work.
 
Benefits
The Internship position is a temporary position, and the successful incumbent will not be eligible for fringe benefits including holiday pay, vacation pay, insurance coverage, jury duty pay, bereavement pay, or items of a similar nature, nor accrue seniority or leave of absence rights. Temporary employees are not eligible for enrollment in the California Public Employees’ Retirement System (CalPERS) or other retirement benefits unless required by law.
Following the Workplace Healthy Family Act of 2014 (AB 1522), the incumbent will accrue paid sick leave as of the first day of employment at a rate of one (1) hour for every thirty (30) hours worked provided the incumbent has worked for thirty (30) or more days within a year from the beginning of employment, and limited to an annual sick leave limit of twenty-four (24) hours annually. 
Additionally, temporary employees are eligible for participation in the Employee Assistance Program (EAP), standard life insurance, and Accidental Death and Dismemberment (AD&D) insurance.
 
Supervision and Performance Feedback
The Intern will meet bi-weekly with their supervisor to review their progress with the learning objectives of the internship program. Additionally, the supervisor will be available to answer questions about training, ongoing projects and assignments, and coaching as necessary on a regular basis. The Intern is encouraged throughout the feedback process to actively provide input and ask questions to achieve the learning objectives.
At approximately the midpoint of the internship (after 6 weeks, if internship is during summer; bi-monthly if during the academic year), the supervisor will meet with the Intern to informally review their performance and review progress on the learning objectives.
At the conclusion of the internship, the supervisor will meet with the Intern to provide a formal performance evaluation. The Intern will complete a self-evaluation and then meet with their supervisor to discuss their performance during the internship. The performance evaluation is conducted with a 5-point rubric rating system for each subcategory, and an overall average rating.
The Intern’s performance will be measured based on the following criteria:

  • Demonstrates ability to learn engineering principles, techniques, practices, and procedures.
  • Meets deadlines while maintaining work quality and contributes to team effort to effectively accomplish tasks and projects.
  • Takes initiative to see that work is completed, demonstrates motivation to learn and do well. Actively asks questions to see that work is completed correctly and that learning objectives are met.
  • Demonstrates a positive approach to change, and effectively handles new situations. Can adjust priorities to deal with work objectively with multiple projects and assignments.
  • Maintains professional, open, and honest communication with supervisor(s) and other employees. Listens attentively to others and accepts feedback with an improvement mindset. Maintains effective and harmonious working relationships with others, and willingly provides information and assistance.
  • Demonstrates punctuality and maintains a productive work schedule. Able to complete and submit accurate timekeeping records in accordance with District procedures.
  • Follows established safety rules and uses safe work habits. 
  • Demonstrates a general understanding of the BCVWD system along with supporting documents (BCVWD Potable Master Plan, Non-Potable Master Plan, and Urban Water Management Plan).

 
Requirements
This is an entry-level opportunity with no prior experience required. Candidates must be enrolled in or have completed a four-year degree program in engineering at an accredited institution (proof of enrollment/transcripts may be requested). A program or major focused on Civil Engineering or Environmental Engineering is preferred.
If currently enrolled in a degree program, the student must be in good academic standing and maintain a grade point average (GPA) of 2.5 or better to remain in the internship program. Additionally, the student must be enrolled in an institution with sufficient credits to be classified as a Junior or Senior, and the student must be at least 18 years of age and legally authorized to work in the United States. Students must have access to reliable transportation to and from work and must possess a valid Driver’s License.
