Position Description:
The successful candidate will be responsible for managing all divisions and work groups under the Street and Bridge Operations of the City of Austin Public Works Department. This position will be responsible for providing high level leadership for three divisions in the Street and Bridge Operations: The District Maintenance Division, The Utility and Structures Division, and the Pavement and Infrastructure Division.

The Infrastructure Division Manager:

 

  1. Manages the objectives, operations, and direction for SBO divisions within the context of the department’s strategic goals and objectives.
  2. Oversees developing and maintaining policies, processes, and procedures and ensures consistent and proper application across all divisions of SBO.
  3. Manages and monitors a variety of operations to ensure organizational excellence through transparency, accountability, and effective communication at all levels to facilitate employee development and the successful implementation of City and Departmental objectives.
  4. Develops and oversees the implementation of long-range goals in coordination with all other divisions in Public Works Operations.
  5. Represents the department at City Council, citizens groups, and boards and commissions meetings. Identifies and responds to community concerns consistent with established policies.

The divisions under this position are:

The District Maintenance Division is responsible for planned and unplanned street maintenance and repair in the City right-of-way, such as downtown street cleaning and maintenance, street milling and overlay, minor concrete repair, pothole repair, roadway obstruction/debris removal, guardrail and installation and repair of safety barriers and various amenities. The District Maintenance Division is also responsible for coordinating emergency response, which may include but is not limited to inclement weather events such as flooding, ice/snow, and other natural disasters, to ensure roadway safety.

The Utility and Structure Division is responsible for permanent repairs of utility cuts in the right of way as well as construction and maintenance of concrete structures including sidewalks, ADA ramps, Curb & Gutter, and concrete bridge repairs.

The Pavement and Infrastructure Division is responsible for Street resurfacing including Overlay, Seal Coat, Fog Seal, Crack Seal, and Street Surface repairs.

Driving with the City:
Driving is considered an essential function of this position, and a valid Class C Texas driver license and current driving record that meets the requirements of the City of Austin Driver Safety Program are required. This position requires a valid Class C license. If you have a current out of state Driver License, you will be required to obtain a valid Texas Class C license within 90 days of date of hire.


Additional Information:
The successful candidate may be required to work nights and weekends, and during times of inclement weather. This position is considered “essential” to maintain critical operations and core services, including public health, safety and utility services, in the event of an emergency. This means employees in this position will be required to report to work even in the event of bad weather, natural disaster, or other unforeseen circumstances that necessitate an emergency closure of City operations. The employee in this position may also be asked to work out of several different offices within the City of Austin, including representing Public Works at the Emergency Operations Center and public meetings.


This position may require a skills assessment.


This position will require a pre-employment Criminal Background Investigation (CBI).

90 Day Provision for Additional Vacancy:
If the same or an additional vacancy occurs within the Public Works Department in the same job title within 90 days after the start date of the top candidate, the additional position may be offered to another top candidate from the same candidate pool. This may include filling other vacancies with the same job title in other division/work locations within the City of Austin Public Works Department. Decisions on assigned selection may be made at the time of hire based on the business needs of the department.
