Overall Purpose of the Job:  To serve as senior engineer and project manager on capital improvement and maintenance projects. Apply fundamental engineering knowledge to the planning, design, construction oversight, and maintenance of improvement projects pertaining to the District’s infrastructure and private development; stamp engineering plans and specifications and conduct plan reviews for proposed water system improvements. Serve as a supervisor and provide oversight of assigned staff. 

 

Essential Job Functions:

  • Perform engineering planning for capital improvements and maintenance of water system elements including pipelines, pump stations, and reservoirs; research and plan water system and facilities requirements; coordinate activities for surveying, mapping, preparation of contract documents, and coordinate application and acquisition of required permits.
  • Provide training and support as needed to other engineers.
  • Serve as program manager for various capital improvements which may be combined based on project funding strategies. This includes leading the development of a project delivery plan which ensures all requirements of the funding methodology are met in the delivery of the project.
  • Evaluate delivery methods, develop contracts, and manage projects utilizing various alternative delivery methods as needed to ensure a best-value approach to project delivery. When necessary, provide project reports associated with federal grants or other potential funding sources such as Water Infrastructure Finance and Innovation Act (WIFIA) funding.
  • Serve as senior engineer on various engineering and construction projects; work with other senior staff to establish engineering design criteria; develop and analyze project alternatives; prepare engineering calculations and analyses; prepare sketches, plans, specifications, and reports; complete project designs in conformance with District objectives, rules, regulations, and standards.
  • Serve as project manager on various engineering, construction, and maintenance projects; prepare project schedules and track project progress against the baseline schedule; develop and track project budgets; assist in managing contracts for engineering consultants and construction contractors; arrange and attend pre-design and pre-construction meetings; review and approve material submittals; make field design changes and recommend change orders; prepare closing documents; prepare, review, and recommend work orders; monitor completed projects and coordinate warranty repairs; prepare requests for proposals; evaluate and rate proposals; prepare contract documents for bidding; advertise for and compile construction bids.
  • Serve as liaison between District staff and contractors, consultants, and other utilities; review and monitor work by contractors, consultants, and utilities or other agencies; review developer plans for conformance with District standards and monitor and review progress of projects.  Coordinate with developers and contractors to enforce District standards and require necessary corrections.
  • Monitor work in progress, including monitoring and conducting regular and emergency field investigations and inspections to confirm compliance with approved plans, specifications, and standards; analyze data and results of instrument readings; prepare inspection reports.
  • Compile and maintain project records, documents, and databases; maintain work order logs and update documents to reflect changes; develop and design databases for project data.
  • Review property surveys and review and prepare legal descriptions for easements and property purchases and leases.
  • Coordinate with operating staff to evaluate performance of existing facilities; identify operations and maintenance requirements; review and develop operational strategies; prepare standard operating procedures; evaluate and recommend equipment maintenance schedules; prepare standard maintenance reports.
  • Prepare and deliver presentations of technical data and results to technical review committees, District staff and other governmental agencies; keep up-to-date on current technology in the field of specialization through reading professional literature, attending conferences and training.
  • Coordinate major construction projects with other agencies on multi-jurisdictional projects; attend public meetings to present project plans; review and analyze construction projects planned by other agencies for potential impact on District operations; confer with personnel from other agencies regarding current and proposed construction projects; identify and resolve problems in compatibility between other agency systems and District systems; review field engineering problems with District staff, supervisors, and managers.  
  • Assist professional and technical staff in developing procedures and processes to improve performance of specific project-related tasks; plan and direct staff on preparation of maps, charts, and electronic presentation materials; brief co-workers on policy and manual updates and changes.
  • Supervise assigned staff, including providing technical oversight; coordinating review schedules; delegating and prioritizing work assignments; developing work goals and objectives; reviewing draft work products, calculations and analyses; establishing performance standards, conducting performance reviews and providing feedback, training, and coaching.
  • Prepare a variety of special engineering studies, correspondence, records, files, and reports.
  • Perform other duties as assigned.   

 

Knowledge, Skills and Abilities Required:

  • Knowledge of theory, principles and practices of either civil, structural, or mechanical engineering design.
  • Knowledge of theory and practice of land surveying.
  • Knowledge of land use planning and land development processes.
  • Knowledge of industry standard construction practices for water system infrastructure.
  • Knowledge of basic computer operations and Microsoft Office.
  • Knowledge of safety practices and procedures applicable to the job.
  • Knowledge of personnel, administrative, safety, and departmental policies.
  • Knowledge of engineering hydraulics, hydraulic calculations, hydraulic modeling and application of results to water system planning and design.   
  • Knowledge of project scheduling principals and use of project scheduling software such as Microsoft Project.
  • Knowledge and understanding of water system operations and maintenance requirements.
  • Knowledge of engineering software applications.
  • Skill in customer relations and communications, including the ability to effectively and tactfully work with difficult customers and complex customer issues.
  • Skill in effective supervisory principles and leadership.
  • Ability to review, prepare, and coordinate preparation of engineering plans and specifications for water system improvements projects.
  • Ability to prepare and evaluate engineering studies water systems improvements projects.
  • Ability to plan and manage engineering-related improvement and maintenance projects.
  • Ability to establish and maintain respectful and harmonious relationships with others both inside and outside the organization.
  • Ability to perform effectively in an independent or team environment, as well as display self-motivation skills.  
  • Ability to communicate effectively, both orally and in writing, with coworkers, customers, and other agencies, including being able to communicate scientific and technical matters to non-technical individuals.
  • Ability to successfully complete a project from planning and design through construction.
  • Ability to plan, direct, and evaluate the work of assigned staff.
  • Ability to recognize and keep sensitive information confidential.
  • Ability to manage records and information in any format, in accordance with applicable statutes, regulation and District policy, guidance, and records retention schedule.
  • Ability to display TVWD’s vision of delivering the best water, service and value by demonstrating reliability, integrity, stewardship, excellence, and safety.

 

Minimum Requirements:

  • Bachelor’s degree in civil or mechanical engineering or related engineering specialty; and
  • Minimum of four years of responsible engineering experience, including planning, design, and construction of public utility infrastructure projects; and
  • Some supervisory experience; or
  • Any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities required to perform the work.

 

Special Qualifications:

  • Possess a driver’s license valid in the State of Oregon; have and maintain a safe driving record.
  • Certification of registration as a Professional Engineer in Oregon or have ability to obtain professional engineering license in Oregon within six months of accepting position.
  • Registration as Professional Land Surveyor and/or Water Rights Examiner in Oregon preferred.
  • Experience with computer aided design (CAD) preferred.
  • Experience with GIS and supervisory control and data acquisition (SCADA) preferred.

 

Working Conditions:

  • Have regular and predictable attendance.
  • Work for extended periods of time in a stationary position.
  • Daily verbal communications both in person and on the telephone.
  • Operate, read information and focus on a personal computer, telephone, and other related equipment.
  • Respond to work, without advanced notice, in times of adverse weather, natural disaster, emergency, or other unusual event as determined by the District.
  • Attend meetings at various locations in and out of the Portland Metro Area with occasional meetings held outside of normal working hours.
  • This is an overtime exempt position.
