Indian River County (population 159,788) is located on the Florida east coast, referred to as the “Treasure Coast”, approximately 135 miles north of Miami, 190 miles south of Jacksonville, and 135 miles east of St. Petersburg. The County provides water, wastewater, and reuse services to a major portion of the County’s population, including the City of Sebastian. The remaining residents are serviced by private wells and septic tanks, the City of Vero Beach Utilities, or the City of Fellsmere Utilities.

 

The Utility Services Capital Projects Manager is a professional position, working independently under the Director of Utility Services in the General & Engineering Division. The position is responsible for the management and administration of the Utility Services Department’s Capital Improvement Program (CIP) and related projects, involving water, wastewater, reuse water, and solid waste services. Also included is oversight of the County’s Renewal and Replacement (R&R) projects, deferred maintenance items, and other project-related management duties necessary to support the mission of the Utilities CIP.

 

Indian River County seeks a decisive, hands-on Utility Services Capital Projects Manager who is passionate about public service and displays a proactive and collaborative management style. The ideal individual should possess considerable knowledge of the principles and practices of engineering as applied to the design, construction, and maintenance of water distribution and wastewater collection, and reuse systems. Experience in the construction and maintenance of water distribution systems, wastewater collection systems, municipal solid waste systems, bid specifications development, engineering drawing review, site plans review, utility relocations, permitting and regulatory processes and capital project budgeting and management highly desired.

 

This position requires a bachelor’s degree in civil or sanitary engineering or a related field and five (5) years of experience in professional engineering and project management, combined with a work history of progressively responsible supervisory experience. Registration as a Civil Engineer in the State of Florida, or the ability to secure registration, within a reasonable time following appointment is required.

 

The annual salary range for this position is $84,961 - $127,457 depending on qualifications and experience. Indian River County offers a comprehensive benefits package that includes participation in the Florida Retirement System and a voluntary deferred compensation plan, coupled with other traditional benefits.
