Job Purpose
Technical Leadership of team developing civil designs to support projects and programmes of work across UK Power Networks portfolio of infrastructure projects from 11kV to 132KV. The role will include the development of design briefs and scope for the conceptual design phase through to completion of the technical design. The position holder shall have daily management responsibility for Civil Engineers, Civil Designers, CAD technicians, and the management of external designers and specialists.

Principal Accountabilities
1. Accountable for the delivery of the designs to agreed programme, quality and cost in compliance with UKPN standards and CDM regulations and the appropriate reporting and tracking of these activities
2. Responsible for managing and delivering civil designs, ensuring designs produced comply with standards, CDM compliance maintained, and supporting the DNO investment delivery team
3. Defining design scope deliverables, and agreeing delivery programme and cost with the Project Manager
4. Accountable for the preparation of resource plans to support sub-programme portfolio of the relevant Capital Programme work stream and accountable for the making the decision to insource or outsource the design delivery
5. Act as point of reference for senior managers and project and programme managers on technical aspects of designs for the relevant delivery portfolio. Will have the relevant technical authority to make decisions.
6. Ensure that designs achieve the mandated outputs whilst being rigorously challenged to assure technical requirements are achieved efficiently, responsible for the design estimation cost, quality of design is assured and contribute to the out-performance of the regulatory determination or agreed indirect budgets
7. Will have day to day management responsibilities for internal staff, recruitment and development. In addition will have accountability for the daily management of external designers seconded to the design team from external agencies
8. Will be accountable for the preparation of works information pertinent to the Professional Services Contracts for external design partners (Time Charge and Work Package Orders), the raising and receiving design related "Early Warnings", "Compensation Events" and the resultant change control processes
9. Provision of as built information, Health and Safety file and key contributor to the technical closure of projects and sub-programmes
10. Will discharge the obligations or nominate Principal Designer under CDM 2015 regulations where appropriate
Nature and Scope
The design team shall support the investment delivery function of Capital Programme and Procurement. A number of teams shall be structured on a portfolio basis to support the delivery of the corporate investment plan and / or associated Major Connections, which form portfolios of work. Projects include substation extensions, refurbishments new builds from 11kV to 132kV. The post holder will be responsible for the designers assuring the appropriate mix of competencies necessary to support the delivery of designs to support the workstream. Where appropriate the Lead Civil Engineer shall cooperate with other Design Leads in the management and allocation of specialist resources across work streams, making the necessary resourcing decisions to optimise their utilisation for the efficient delivery across the Capital Programme portfolio. The post holder shall functionally report to the Design Lead and shall work closely with the relevant portfolio manager, project and programme managers.
As Lead Civil Engineer the post holder shall be accountable for the development of new design practices and processes, and working with Asset Management on the standardisation of civil solutions and innovative techniques, which will ultimately drive efficiency and cost savings in design and delivery.
The Lead Civil Engineer, shall be accountable for the delivery of the design to quality/time and cost, for projects and sub-programme and making the appropriate decisions on resourcing (internal / external resources) and work package scopes. The Lead Civil Engineer shall work closely with the relevant Portfolio Manager to ensure internal and external stakeholder obligations are met and where necessary make the appropriate decisions regarding prioritisation of resources to meet these obligations.
The Lead Civil Engineer will ensure designs receive the appropriate level of technical and financial challenge (design reviews / cost estimation / value engineering interventions), shall foster the development and implementation of innovative solutions that enable the project / sub-programme to outperform against the regulatory submission (Totex) or the Connections Customer.
The Lead Civil Engineer shall be accountable for ensuring that all designs are completed is in accordance with the CDM 2015 regulations, are accurate, on time and budget and that the appropriate design reviews and QA processes are adhered to.
Where appropriate he/she shall develop the necessary reporting and assurance process necessary to discharge the obligations of this role.
Skills, Qualifications and Experience
A strong civil / structural engineering background and experience in civil engineering and building works including electrical networks and ideally with experience of design coordination processes.
Competence in resolving a significant range of technical civil engineering issues and in providing technical advice; a sound understanding of company standards and policies and their application to this role. Awareness of current and technological developments in civil / structural engineering.
Ability to work with external engineering organisations and customers/stakeholders representing UKPN to best effect.
Experience of site surveying and setting out
Knowledge in the use of any of the following - AutoCAD, Micro station, Revit
Experience of managing teams of engineers in a similar large Capital Programme environment (including setting performance targets and appraisals)
Broad knowledge of power engineering plant and equipment i.e. Transformers, Switchgear, cables, protection schemes
Experience of: Roadworks, external works including drainage, building reinforced concrete foundations, superstructure including structural steel works, brick block cavity walls, different types of roofing, reinforced concrete structures.
Chartered Engineer or equivalent experience
Technical qualifications - Civil / Structural Engineering degree minimum requirement
Analytical and decision making skills
Hold, IOSH Working Safely or higher
A good safety ethos with a sound understanding of Construction Design and Management (CDM) Regulations and their application
Ability to work unsupervised, set and comply with own targets and those of their team, and identify and implement innovative cost saving solutions.
Excellent written and communication skills with strong interpersonal skills and an ability to communicate clearly and confidently at all levels of the organisation
Develop Quality Assurance procedures and company design standards as required and ensure that team adhere to appropriate policies at all times
Proficient in the use of Microsoft desktop applications including Word, Excel, PowerPoint, ProjectWise, & Alfresco. (training may be provided where required)
Health & Safety Responsibilities

Employees need to be aware that for some craft and operational roles that work at height, or use fall arrest devices, there is an upper weight limit of 116Kg due to maximum safe working load of the safety equipment that is used.
