Position Summary

Responsible for managing, reviewing and approving the design of private land development projects and various public works projects to ensure compliance with the City of Garland code of ordinances, generally accepted engineering practices and techniques and other agency regulations.

Essential Job Functions

  • Review, coordinate, and manage development projects and engineering plan review for residential subdivision and commercial site development; attend Development Review Committee meetings and be primary representative at pre-development meetings.
  • Review private development projects, street, drainage and utility related infrastructure documentation to ensure compliance with the Code of Ordinances, Technical Standards, Standard Construction Details, and that adequate information is presented to construct particulars of the proposed project or development. Coordinate and facilitate project design reviews with various City departments.
  • Provide technical expertise, guidance and instruction to developers, consultant engineers, general public and staff relating to water, wastewater, drainage system regulations and proper floodplain management practices and requirements.
  • Review license and real property agreement applications for accuracy and adherence to City requirements.
  • Search, obtain, and review plats, record drawings, easements and other relevant historical documents. Approve contracts, easements, reports, invoices and legal documents as needed.
  • Evaluate engineering related problems directed through citizen complaints, City department requests or personal observation; coordinate and develop corrective actions.
  • Manage selected Capital Improvement Projects and various other public works projects.
  • Meet with other agencies (municipal, county, state, federal, etc…) for review and compliance with established requirements and obtain permits when necessary.
  • Coordinate with other departments to update development standards within the function of the Engineering Department and develop and maintain current development standards and policies. 

Minimum Education & Work Experience

Graduate Engineer
v Bachelor of Science in Civil Engineering from ABET accredited school

v Engineer in Training (EIT)/Fundamentals of Engineering (FE) certificate or ability to obtain one within 1 year of hire
v Up to 2 years related experience

Civil Engineer

v Bachelor of Science in Civil Engineering from ABET accredited school
v Licensed Professional Engineer
v 5 years related experience

 

Preferred Knowledge - Abilities & Skills

Education/ Experience:     

 

Civil Engineer Qualifications

  • Bachelor of Science in Civil Engineering from ABET accredited school
  • Licensed Professional Engineer or ability to obtain license within six months of appointment to position
  • 4-6 years or more experience designing and coordinating land development and/or public works projects
  • Valid Class C Texas driver's license
  • Certified Floodplain Manager certification is preferred

Graduate Engineer Qualifications

  • Bachelor of Science in Civil Engineering from ABET accredited school
  • Engineer in Training (EIT)/Fundamentals of Engineering (FE) certificate or ability to obtain one within 1 year of hire
  • Valid Class C Texas driver's license
  • 2 – 4 years’ experience in Civil Engineering analysis or Construction Management is preferred

Knowledge, Skills & Abilities

  • Skills in Microsoft Office applications
  • Skills in BlueBeam REVU PDF review software or equivalent
  • Skills in HY-8 FlowMaster or CulvertMaster
  • Extensive knowledge of federal, state and local land development regulations
  • Comprehensive knowledge of principals, techniques and practices of civil and hydraulic engineering related to municipal surveys, plans and public works design
  • Working knowledge of construction practices
  • Knowledge of the development and derivation of formulas and relationships, the basic assumptions made, and the limitations and areas of applicability of established civil engineering principles, methods and techniques
  • Ability to read and interpret plats, easements, plans, construction details, specifications, and contracts
  • Experience using AutoCAD, HEC-RAS, HEC-HMS and ARC-GIS is preferred

Physical Tasks & Working Conditions

The incumbent works in a typical office environment; relatively free from unpleasant environmental conditions or hazards; occasional exposure to environmental conditions and/or hazards may be required.
