Program Manager, Rail Systems

The Program Manager, Rail Systems develops policy, organizes, and directs the implementation and operation of the Authority’s railway systems, architecture, and technology, to include positive train control, signals, communications, network, and fiber optic backbone infrastructure (when implemented). This is a senior position within the rail department and is expected to lead, organize, and administer the agency’s systems and technologies through policy, governance, and a demonstration of technical core competencies in the areas assigned.
WHAT YOU BRING
•Bachelor’s degree in Electrical Engineering, Electrical Engineering Technology, Electrical Systems Technology, Information Systems or related field. An equivalent combination of related education and experience may be substituted for the above stated minimums on a year for year basis.
•Eight (8) years progressive railroad and /or rail transit signal and communication, system design or engineering, or rail vehicle systems maintenance and engineering experience including three (3) years of supervisory experience.
•Railroad and/or Rail Transit Systems Project Management experience.
•Professional Engineer License preferred.
•Demonstrated proficiency using Microsoft Word, Excel, PowerPoint, and Project.
•Experience investigating railroad accidents and false clear signals.
•Experience in designing, installing, maintaining, troubleshooting and testing office, wayside, cab, and grade crossing warning signal systems consisting of relay and processors.
Knowledge, Skills and Abilities:
•Knowledge of railroad and or rail transit train control and wayside grade crossing signal design, operation, maintenance and troubleshooting practice. Knowledge of railroad and or rail transit signal and train control and office design, operation and maintenance and troubleshooting practice.
•Knowledge of project management methods, principals and practices including risk analysis, scope control, and quality assurance.
•Knowledge of Federal, State and local regulations pertaining to railroad signaling engineering, design, construction, operation and maintenance
•Knowledge through working experience of rail systems elements and their relationships including, vehicles, signals, track, and communications with a significant level of proficiency and experience in one of the three areas.
•Strong oral and written communications skills, good technical report preparation skills.
•Knowledge of train control, grade crossing warning, wayside signal, dispatch and communication system operation and maintenance practices.
•Knowledge of industry practice, state of the art technologies and engineering principles related to railroad / rail transit signal and communications systems equipment.
•Ability to balance daily system maintenance activities with transportation, safety, and rail requirements.
•Knowledge of railroad operating practices rules and procedures and their relationship to signaling / train control design, operation, maintenance and test
•Knowledge of ATC and E-ATC signal system and ATC / E-ATC based positive train control systems
•Knowledge of wayside and cab and grade crossing circuit design, operation, maintenance and test
•Working knowledge of the relationship of the signal / train control systems and track and rail vehicles
•Ability to train and develop team members for success through work plan development, career plan development and performance evaluations.
•Ability to hold others and self, accountable to make difficult decisions when necessary, to focus on results, to analyze data, and to plan, develop, and implement formal work plans.
•Knowledge of basic managing strategies and project coordination.
•Ability to handle daily challenges and adjust to adversity.
•Must be customer oriented with excellent problem-solving, organizational, coaching, presentation, and interpersonal skills
