2 JOB PURPOSE

Support the PLA in its core purpose as harbour authority.

To assist with the departmental responsibility for the provision and maintenance of PLA buildings, jetties, piers, radar towers, lighthouses, drawdocks, riverbanks, etc.

5 KNOWLEDGE, SKILLS AND EXPERIENCE

ICE accredited degree in Civil Engineering

Nearly chartered or chartered or incorporated engineer status, e.g. completed Initial Professional Development.

A minimum of three year's relevant experience in management of building and civil engineering works

A sound knowledge of building and civil engineering construction, construction methods and Health & Safety legislation.

A good knowledge of Planning and building regulations and construction contracts.

A knowledge and understanding of a range of standard forms of civil engineering contract.

A knowledge of relevant Eurocodes, British Standards, Building Regulations, Health and Safety and Environmental regulations.

Proficient in the use of Autodesk engineering software e.g. AutoCAD, Revit and Civil 3D.

6 KEY ACCOUNTABILITIES

Coordinate and take responsibility for carrying out structural surveys and inspections and produce reports on PLA infrastructures with recommendations on structural and safety matters.

Plan and manage civil engineering projects from inception through to completion including technical and financial control.

Prepare and submit feasibility reports, method statements and risk assessments for ongoing works.

Develop outline and detailed designs for maintenance and new build projects that comply with current legislation and are practical and cost effective.

Prepare and submit applications for Local Authority Planning and Building Control departments and other authorities (EA, MMO) and liaise as required.

Prepare tender documents, obtain competitive tenders from suitable contractors, produce tender reports and advise on contract award.

Manage and liaise with external consultants working for PLA to ensure agreed service levels achieved.

Manage contractors to produce works to the correct specification, on time and within budget.

Act as required under the 'Construction Design and Management Regulations' with regard to health and safety of projects.

Provide emergency response on civil engineering issues during and outside normal working hours.

7 COMMUNICATIONS AND WORKING RELATIONSHIPS
Internally - Extensive with operational and financial managers and other departments and staff
Externally including negotiation and supervision - Extensive with engineering and construction consultants, contractors, suppliers, customers, outside agencies, PLA's landlords and statutory bodies.

8 DECISION MAKING AUTHORITY
The post holder will be required to work independently and use their own initiative.

Authority to design and modify structures as necessary

Delegation of Authority for revenue £10,000

9 REPORT PREPARATION

Preparation of tender and contract documentation.

Preparation and review of H&S documents (CDM Health and Safety Plans)

Preparation of structural reports, site inspection reports and condition surveys

Preparation and review of method statements and risk assessments

10 HEALTH & SAFETY

* All staff are responsible for complying with rules and regulations governing employment by the PLA, and are obliged to assist the PLA to comply with all statutory and regulatory provisions, including a duty of care for their own health and that of others.
* You will be tested for alcohol and drugs in all cases where you have had any involvement in a workplace accident or in any incident that has caused or could have caused a danger to health or safety. Testing will also be carried out where management has grounds to believe or suspect that you may be under the influence of alcohol or drugs. This is known as 'for cause' drug or alcohol testing
* Random alcohol and drug testing will be carried out on all members of staff.
