Keeping Washington Clean and Evergreen

 

The Toxics Cleanup Program (TCP) program within the Department of Ecology is looking to fill a Cleanup Project Manager (Environmental Engineer 3) (In-Training) position. This position is located in our Southwest Regional Office (SWRO) in Lacey, WA.

While cleaning up contaminated sites using a powerful state regulation, you will advocate for the best solution for the environment and the community. As an active team member, you will be part of making key decisions on your own projects as well as peer reviewing other’s work on cleanup of contaminated land, sediment, and groundwater. In your role as a site engineer, you will review and evaluate the cleanup of contaminated sites or provide technical support to other site cleanup teams. This role will allow you to enhance your leadership skills through continuing education, team building, and project management.  

The mission of the Toxics Cleanup Program is to protect Washington’s human health and the environment by preventing and cleaning up pollution and supporting sustainable communities and natural resources for the benefit of future and current generations.

 

During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. You will work in the office at least 3 days a week during the first month. Then you will work in the office 1 day each week. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing. Looking ahead, Ecology has recently updated the agency policies on telework and flexible and compressed work schedules.     What is unique about this position?

    You will encounter technical challenges and build sustainable and collaborative relationships with industry and other public agencies, ports, tribes, and environmental and citizen groups. You will also negotiate and oversee administrative orders and consent decrees and keep the community informed and engaged.  

    What you will do: 

    • Review and provide technical comments on work plans, remedial investigations, feasibility studies, cleanup action plans, health and safety plans, post cleanup compliance monitoring, and quality assurance/quality control documents. 
  • Manage the cleanup of assigned contaminated sites through the implementation of applicable statutes, administrative codes, and agency guidance and policy. 
  • Negotiate, issue, and enforce agreed orders, consent decrees, and cleanup action plans. 
  • Conduct field investigations of site activities to assure compliance with Orders, Decrees, Cleanup Actions, and/or other agency requirements. 
  • Recommend compliance schedules and/or formal enforcement actions necessary to expedite contaminated site cleanups.  
  • Plan and direct cleanup projects by coordinating with project team members on document reviews and timelines.    

 

 

Qualifications

 

Required Qualifications: 

The goal class for this position is an Environmental Engineer 3 (EE3). We will consider applicants who meet the requirements for the EE2 or the EE3 levels. If the finalist meets the requirements at the EE2 level, then they will be hired as an EE2 and will be placed in a training program to become an EE3 within a specified period of time.
     
At the Environmental Engineer 2 level: Pay Range 61 ($5,398 - $7,085 – monthly) (In-Training)
 
Option 1: An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field
 
AND 
 
Two years of experience in environmental engineering.
 
Option 2: A Master's degree or above with major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field
 
AND 
 
One year of experience in environmental engineering.
 
At the Environmental Engineer 3 level: Pay Range 67 ($6,260 - $8,215 monthly) (Goal Class) 
   
Option 1: An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field
 
AND 
 
Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington AND three years of experience in environmental engineering.
 
Option 2: A Master's degree with major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field
 
AND 
 
Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington AND two years of experience in environmental engineering.
 
Option 3: A Ph.D. degree with major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field
 
AND 
 
Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington AND one year of experience in environmental engineering.
 
NOTE: Requirements for professional registration as an engineer in the state of Washington are eight years of professional experience (which may include up to four years of college-level engineering education) and successful completion of sixteen hours of professional licensing exams. Applicants qualifying through the licensing equivalency option must achieve professional registration as an engineer in the state of Washington within six months of appointment to this class.

Special Requirements/Conditions of Employment: 
 

  • Registration as a professional engineer in the State of Washington (only for EE3 level). 
  • Must possess and maintain a valid driver’s license.
  • Initial 40-hour hazardous materials training followed by annual 8-hour refresher.  Training must be complete within first 6 months.

  • Working knowledge of the Model Toxics Control Act, Chapter 173-340 WAC.
  • Knowledge of property sampling and remediation.
  • Excellent negotiation and facilitation skills.
