We are looking for our next Water Operations Manager to join the team at the Tualatin Valley Water District!

 

The Job:

As the Tualatin Valley Water District's (TVWD) Water Operations Manager, you will be responsible for managing and coordinating the operations and maintenance of TVWD’s water distribution system by managing the Water Operations Division. The Division is responsible for performing all aspects of system operations, water supply management, asset inspection, condition assessment, maintenance, repair, construction, and emergency responses. You will also work closely with the Willamette Water Supply Program (WWSP) to plan for and manage the operations and maintenance of the Willamette Water Supply System (WWSS) as we plan to meet future water needs in our community.

 

As the Water Operations Manager, you will report directly to the Chief Operating Officer (COO) and supervise 3 direct reports. The full scope of supervision extends to 30 employees in the Water Operations Division. You’ll work and collaborate closely with the other divisions within the Engineering and Operations Department, including Engineering, Asset Management, and Water Resources.  Here is a list of typical duties you can expect to perform as Water Operations Manager:

 

  • Manage our Water Operations Division to ensure 24/7 operations of the water distribution system to deliver high-quality water, including water supply and storage management, pump station operations, pressure management, SCADA, and utility locating.
  • Manage all water system maintenance activities in accordance with the District’s Asset Management Plan, including asset inspections, condition assessment, exercising, preventative maintenance, and repairs.
  • Manage the District’s in-house construction activities, including new installations of pumps, pipelines, valves, hydrants, and other water system infrastructure.

 

TVWD has a variety of exciting and challenging projects and initiatives on the horizon that you will be expected to navigate and support including:

  • Willamette Water Supply System operations, including startup, commissioning, and supply integration into TVWD’s distribution system.
  • Implementation of TVWD’s SCADA Master Plan recommended improvements.
  • Process improvements involving maintenance management, asset management, and capital planning to address aging infrastructure in the District’s water system.
  • Updating the District’s mission/vision/values and strategic plan.
  • Planning for the future of the department, including staff development and succession planning.

 

Ideal Candidate & Typical Qualifications:

We're looking for a Water Operations Manager with the ability to effectively lead our Water Operations Division. Your ability to manage the Division and supervise employees is critical to your success in this role.

 

We're specifically looking for our next Water Operations Manager to embody the following traits and attributes:

Any combination of experience, education, and training are qualifying for this role, including less traditional backgrounds. Typically, the Water Operations Manager has at least six years of experience in engineering, project management, construction management, utility operations, or a related field, and a bachelor's degree in engineering, construction, business or public administration, biology, chemistry, or a related field. Supervisory experience and experience in a water utility operations, construction, or maintenance position is highly desirable. We expect our Water Operations Manager to either have or obtain one of the following certifications/licenses within two years:

  • Water Distribution System Operator IV Certification
  • Water Treatment II Certification
  • Professional Engineer Registration

Compensation & Benefits:
The current salary range for this position is: $110,448 - $165,651 per year.
