CONSTRUCTION PROJECT MANAGEMENT SUPERVISOR

HIGHWAY AND BRIDGE MAINTENANCE DIVISION

Job Summary
The Highway and Bridge Maintenance Division (HBMD) maintains and improves County-owned roadways and bridges and oversees mosquito control operations. HBMD is responsible for the maintenance and improvements of bascule and fixed bridges, sidewalks, pavement/asphalt, drainage system, guardrail, and landscaping in public right-of-way under the County jurisdiction.

HBMD is seeking a Construction Project Management Supervisor (CPMS) who is a Florida-licensed Professional Engineer with a high-level experience in the design, procurement and construction of large-scale civil and bridge infrastructure projects. The CPMS oversees the design and construction of roadway and bridge maintenance, and capital projects for HBMD. The position manages a highly qualified group of professionals including Project Managers, Engineers, and Engineering Technicians. The CPMS is responsible for multiple upcoming large-scale bascule bridge rehabilitation and maintenance projects that are part of the Surtax Program. The CPMS assesses and resolves complex issues independently and efficiently, while reporting critical activities to the HBMD Director through conferences and reports.

Duties include, but are not limited to:
• Establishing project objectives, policies, procedures, and performance standards

• Reviewing and negotiating contracts

• Providing technical direction to in-house staff and consultants during the preparation of project scope, plans, and estimates

• Leading the engineering and project management project team

• Coordinating work with contractors and sub-contractors and coordinating project resources

• Assembling key personnel for projects

• Monitoring/controlling construction progress to ensure projects are completed on schedule and within budget

• Reviewing field operations and ensuring that projects are constructed safely and in accordance with design, budget and schedule

Minimum Requirements
• A Bachelor's degree from an accredited college or university with major coursework in engineering or closely related field; Master's degree preferred; and
• A minimum of six (6) years in professional engineering work, including four (4) years of experience in project management and supervision of staff appropriate to procurement and construction of large-scale civil and bridge infrastructure projects.

Special Certifications and Licenses
• Registration as a Professional Engineer.
• Valid Class "E" Florida Driver's License for duration of hire.

Preference will be given to candidates who have one or more of the following:
• Master's degree or higher in Engineering, Construction Project Management, or closely related field.
• Advanced Maintenance of Traffic (MOT) Certification
• Asphalt Paving (Level 2) Guardrail Installation/Design Certification from the Florida Highway Administration
• Project Management Professional (PMP) Certification
• Certified Public Manager (any level)
• Leadership in Energy and Environmental Design (LEED) Certification
• Certification in Concrete, Asphalt and/or roadway
• Storm-water Certification
• 4+ years of experience in management of contracts related to roadway and bridge maintenance and construction in a municipal government, and/or preparing budgets for capital construction in a municipal government.
• 4+ years of experience using GIS in roadway and/or bridge maintenance environment.
• 4+ years of experience with Florida Department of Transportation (FDOT) Plans Preparation Manual; and/or using industry standard bidding and job-costing procedures, such as (FDOT) Pay Items, Basis of Estimates, Design Standards, and Construction Specifications.
• 4+ years of experience in design, construction and/or operations/management experience specifically pertaining to movable bridges
