- Reviews and evaluates construction, subdivision, and site plans for compliance with the City’s standards and with current and long range water, wastewater, drainage, and transportation plans.
- Coordinates current and long-range utility systems engineering and planning with Georgetown Utility Systems.
- Assesses water, fire flows, and wastewater availability using the City computer modeling software and consultants.
- Schedules and oversees field inspections for all private development infrastructure construction. Coordinates with infrastructure inspectors. Conducts pre-construction conferences. Facilitates and drives resolution of design and construction issues.
- Serves as project coordinator and as the point of contact for the applicant and both internal & external customers. Manages projects.
- Prepares Development Review Committee memos and other staff reports.
- Provides notifications and makes presentations to Boards, Commissions, and City Council.
- Addresses fiscal surety and recordation of final documentation.
- Ensures that both internal and external deadlines are met.
- Maintains current case files, project status reports, copies of memos/notes, and file closure; maintains a project tracking system of active projects and all other required documents necessary for project management.
- Ensures that risk management occurs; facilitates resolution of issues and applicant concerns; assures all applicable Federal, State, and Local requirements are met.
- Meets with developers, consultants, and contractors to review development and construction progress, specifications, and construction drawings.
- Meets with various department personnel and the general public to respond to inquiries, including field locate existing utilities.
- Attends pre-construction and project coordination meetings.
- Assists with training as directed.
- Performs other duties as assigned or required.
MINIMUM QUALIFICATIONS:
Education, Training and Experience Guidelines
Utility Engineer - P.E. – Bachelor’s degree from an accredited college or university with major coursework in Civil Engineering. Five (5) years of full-time experience in Public Utilities operations.
Utility Engineer – EIT - Bachelor’s degree from an accredited college or university with major coursework in Civil Engineering. Two (2) years of full-time experience in Public Utilities operations.
Preferred experience in water system modeling for P.E. or EIT candidate.
Knowledge of:
- Microsoft Office (Word, Excel, Power Point, Outlook etc.)
- Internet browser, email – desktop and portable devices, iPad.
- Level, transit, city vehicle, GPS equipment, computer, radio, hand held tools.
- Calculators, plotters, Copiers, Scanners.
- GIS, CAD, HEC modeling software and various other engineering software, preferred.
Skill in:
- Civil engineering analysis of drainage, street design, water and wastewater systems.
- Reading engineering plans, specifications, standard details, regulations, plats and engineering reports.
- Writing staff reports, review memos, letters, and City regulations.
- Providing excellent customer service through telephone, e-mail, and face-to-face interactions.
- Coordinating multiple tasks, obligations, and deadlines.
- Meeting deadlines and following up on action items.
- Using of various office machines: computer, mobile devices, fax machine, multi-line phones, printers/copiers/scanners/plotters, etc.
- Safely operating a motor vehicle in construction environments.
- Reading contract documents, construction drawings, and specifications.
- Performing basic mathematics – algebra and geometry.
- Interpreting policies and procedures.
- Understanding City ordinances, policies, procedures, OHSA regulations.
- Water, wastewater, streets, and drainage construction methods.
- Operating in both team environments and individually.
- Public presentation/speaking.
- Effective communication with a wide range of customers.
LICENSES AND CERTIFICATION REQUIREMENTS
- Valid Class C Texas driver’s license.
- Engineer-in-Training (EIT) License in Texas (within 6 months of hire).
- Licensed Professional Engineer (P.E.) in Texas (within 6 months of hire).
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Standing, walking, sitting, driving, lifting, carrying, use of foot controls. Manually carrying or lifting up to 40 lbs. Work is primarily indoors – office environment. Frequently outdoors - exposed to weather extremes, heat, cold, rain, mud, dust, loud noise, entry into confined spaces, heavy construction traffic and hazards.
