The City of Chesapeake Virginia’s Public Works Department is seeking a well-rounded, enthusiastic individual to manage its maintenance operations group of personnel (200+) that performs installation, maintenance, and repair of City infrastructure (streets, drainage, stormwater) including the operation, inspection, and maintenance of City bridges and structures.  The City of Chesapeake has three moveable bridges that operate on a 24/7 basis.

The preferred candidate will have both breadth and depth of knowledge in engineering infrastructure management and contract administration, with progressive managerial experience in a municipal setting.

Qualified applicant should be able to:

  • Oversee the planning of a team that assigns, schedules, and supervises the execution and inspection of planned work in the repair and maintenance of streets, drainage, stormwater, and bridges and overpasses.  Oversee detailed structural analysis of bridges to determine safe load carrying capacity.
  • Review and approve expenditures for area of responsibility and provide fiscal data for preparation of annual budget.  Establish performance measures.
  • Gather and maintain information to support periodic and special reports documenting activities and events for area of responsibility.
  • Coordinate emergency management response (12-hour shifts) to natural and man-made disasters before, during, and after emergency conditions in order to restore essential City services (hurricanes, snow removal and ice control, significant rain events, etc.).
  • Oversee a robust equipment operator training program to include safety, equipment, and technical skills development to allow existing employees growth opportunities and to ensure the viability of the operations maintenance mission to the citizens of Chesapeake.
  • Manage the departments APWA Accreditation status and accompanying Public Works Regulations.  Assist in the development, implementation, and enforcement of policy and procedures.


  • Bachelor’s degree in civil engineering or a closely related field. 
  • Valid Driver’s License and a driving record that is in compliance with the City’s driving standards. Four years of related experience.
