The Civil Engineering Plans Examiner II (CEPE II) is responsible for the performance of semi-professional work that is primarily focused on compliant planning and design of public infrastructure within the City of Meridian. The CEPE II performs review of all public infrastructure project plans for residential & commercial subdivisions, commercial development projects, and city capital projects. Work within this class involves the application of skills and knowledge in connection with civil engineering; computer aided design and drafting (CADD), land surveying, mapping, drafting and inspections. This position attends pre-application meetings for new development projects, and works collaboratively with Planning staff, Public Works Engineering staff, and others to prepare project staff reports that set conditions of approval for the Planning & Zoning Commission and City Council. Work assignments are usually broad in scope and involve the use of good judgment, accuracy in making decisions, and ability to meet deadlines. Work is performed under the general supervision of the Land Development Supervisor, however, the incumbent works moderately independently within a scheduled routine, using good judgment and initiative.
Essential Duties & Responsibilities:
Review public infrastructure project plans for residential & commercial subdivisions, commercial development projects, and city capital projects;
Coordinates development plan review process with public, developers, architects, engineers and other government agencies;
Responds to the public and the development community questions concerning location and construction of existing public utilities;
Maintains review status tracking of subdivision and commercial project submittals within the city’s Accela enterprise software system;
Assist Public Works engineers in the design of water and sewer mains;
Performs site evaluation of proposed development projects as required;
Attends pre-application meeting for all new development projects within the City of Meridian, for the purpose of assisting designers/developers in the early stages of their planning and design of new projects;
Provides detailed technical information and periodic project updates to supervisory staff for residential & commercial subdivisions, commercial development projects, and capital projects;
Provides technical support and guidance to Civil Engineering Plans Examiner I;
Provides support to Public Works Field Inspectors to resolve construction issues;
Assists the City Engineer in final plat review processing for signature, this includes the review for compliance with the conditions of approval and confirmation that all pre-requisite items have been completed;
Work collaboratively with City Planning staff, Public Works staff and others to prepare staff reports that set conditions of approval for the Planning & Zoning Commission and City Council;
Adapt approved engineering methods and standards to the design and construction of a variety of public works;
Research and present accurate statistical, narrative, and mapping information;
Perform field inspections of City improvements (i.e. water/sewer, curb and gutter, street lighting, paving, etc.);
Establish and maintain effective working relationships with the public and co-workers in a professional and positive manner;
Use a personal computer to effectively operate word processing, spreadsheet, and Civil Engineering software, engineering plotter and printer, and general office machines;
Interpret maps, charts, and engineering drawings in order to capture relevant data;
Performs sedentary work in office environment as well as manual work associated with field duties in sometimes-inclement weather conditions.
A.A.S. Degree with specialization in subjects related to the field of civil engineering, and extensive field and office experience in public works projects, and a Minimum of three years’ experience in surveying, drafting, design or inspection of a civil engineering nature, or any combination of experience, and/or education/training which provides the knowledge, skill and abilities to perform the work required in subjects related to the field of construction, civil engineering, and/or extensive field experience in public works elements.
Knowledge, Skills & Abilities:
Must have knowledge of basic mathematics, including algebra, trigonometry, and engineering calculations;
Must have working knowledge of the principles and practices of civil engineering, land and construction surveying and the ability to adapt approved engineering methods and standards to the design and construction of a variety of public works projects;
Thorough knowledge of legal descriptions of land parcels;
Must possess considerable knowledge of, and compliance with, current City policies, ordinances, current Water Master Plan, Wastewater Facility Plan and Public Works Department Standards Specifications and Drawings, sanitary sewer main design and domestic water main design and construction practices;
Must display an attitude of cooperation and the ability to work well with others;
Ability to work effectively with frequent interruptions in a team environment as a team player;
Ability to establish and maintain effective working relationships with Department personnel, city officials and the general public;
Ability to communicate, meet and deal with the public and co-workers with respect and in a pleasant, professional, and courteous manner;
Must have a positive “can do” attitude and initiative;
Must be tactful, discrete, and diplomatic as well as be assertive, resilient, have problem solving ability, and take orders/direction;
Must have excellent communication and telephone etiquette skills;

Must have demonstrated excellent oral and written skills to communicate effectively with customers, vendors, and the public in face-to-face meetings, one-on-one settings, in groups and in using a telephone;
Ability to produce documents with clearly-organized thoughts using proper sentence construction, English usage, vocabulary, punctuation, spelling and grammar; formatting;
Must be willing to attend classes in related fields to upgrade skills and knowledge;
Knowledge of mathematics, sufficient to add, subtract, multiply and divide manually or by machine;
Must have exceptional organizational skills and the ability to effectively establish priorities and complete multiple, competing and time-dependent projects with strong attention to detail.
Licensing and Certification:
Must hold a valid State of Idaho driver’s license.
Work Environment and Physical Demands:
Work is performed primarily in an office environment with moderate noise level, protected from weather conditions but not necessarily from fluctuations in temperature. May be occasionally subject to outside environmental conditions;
Requires sufficient personal mobility and physical reflexes which permits the employee to function in a general office environment to accomplish the essential duties;
Constantly requires sitting at a desk for long periods of time, up to 8 hours, and the ability to lift up to 20 lbs.;
Constantly requires clarity of speech and hearing, which permits the employee to communicate effectively;
Constantly requires clear vision to read printed materials and computer screen to accomplish work;
Constantly requires repetitive movement of the wrists, hands, and/or fingers.
Local travel is occasionally required.
