CCWD is seeking highly motivated, collaborative and experienced Construction Manager to lead the Construction Division within the Engineering Department. Staffing for the Construction Division in Fiscal Year 2023 includes 4 construction engineers and 4 construction inspectors, who are supported by various construction support services. This position will be primarily located at our Administrative Office in Concord, CA, but will have oversight responsibilities of projects and staff throughout the District’s service area in eastern Contra Costa County. The Fiscal Year 2023-2032 includes a significant increase in construction work during the upcoming 10-year period and the Construction Manager will be responsible for developing an organizational structure and associated construction management systems to oversee these activities. It is anticipated the Construction Manager position will transition to a Director of Construction position within the next two years, provided the Construction Manager incumbent is excelling at their performance expectations, subject to future consideration by the District’s Board of Directors.

- Organized to manage, direct and implement a comprehensive construction management program.
- Capable of developing, monitoring, forecasting schedules and identifying mitigating construction risks.
- A collaborative leader with strong budget management and forecasting skills.
- Experienced in building and maintaining inclusive project and construction management teams.
- Knowledgeable about construction safety and experience developing the best in safety culture for all construction job sites.
- Experienced with principles and practices of construction management, particularly with respect to water infrastructure, including water resource supply, treatment, and facilities maintenance.
- A clear and concise communicator, both orally and in writing,
- A committed leader that exemplifies personal integrity, political savvy, strong management skills and is dedicated public service.
What you will typically be responsible for:
- Managing, directing and organizing construction activities including construction management, construction inspection, and project scheduling.
- Preparing the Construction Divisions budget; assisting in budget implementation; participating in the forecast of additional funds needed for staffing, equipment, materials, and supplies; administering the approved budget.
- Representing the Division to outside agencies and organizations; participating in outside community and professional groups and committees; providing technical assistance as necessary.
- Assisting in the development and implementation of departmental goals, objectives, policies, and procedures.
- Applying the principles of prevention through design to prioritize safety in all designs.
- Responsible for performance management of all Construction Division Staff.
