Under general direction from the CIP Manager, the CIP Supervisor plans, assigns, supervises, reviews, organizes, integrates, and directs the activities and work of one or more major sections within the Capital Improvement Program (CIP) Division of the Public Works Department, including the oversight of projects, staff, and operations.  Plans, organizes, directs, manages, oversees, and integrates the operations and staff of the Capital Project team. Provides expert professional advice and assistance to City officials and management staff in areas of expertise of Engineering disciplines, including but not limited to engineering plan review, capital improvement planning, design and implementation, water quality/storm water management, and transportation related activities. Performs related duties as assigned.

The Ideal Candidate for this position has project management experience, understands all stages of a capital project from planning to design to environmental through construction. They have experience with grants and grant compliances especially with Caltrans requirements. This individual has leadership skills to not only guide successful projects through completion but also to grow, mentor and develop staff.

DISTINGUISHING CHARACTERISTICS

The CIP Supervisor is responsible for managing one or more of several capital improvement program sections in the Public Works Department such as Utilities, Streets and Drainage, Parks and Facilities, and Traffic and Transportation Sections. This class is responsible for planning and supervising the activities of the engineering function of assigned work units within the Public Works Department. The incumbent is responsible for divisional leadership, planning, organizing, directing, and reviewing the work of staff engaged in the preparation of plans, specifications, designs, estimates, schedules, inspections, surveying, and project management activities for a variety of projects and programs. This job is distinguished from the Senior Engineer given that the scale of projects and programs that are managed are larger and more complex and involve the supervision of Senior Engineers, Associate Engineers and other administrative or technical staff.  The incumbent is expected to use initiative and independent judgment in negotiating, prioritizing project activities, exercising cost and budget controls, and ensuring the coordination, quantity, and quality of work performed in accordance with project goals. The position is also responsible for proposing and managing section budgetary expenditures, including capital improvement programs.

Receives general direction from higher level management staff. Provide lead direction to other staff.  

 ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Plans, organizes, controls, integrates, and evaluates the work of an engineering section in the Public Works Department; with subordinate supervisors and staff, develops, implements, and monitors attainment of section goals and objectives.
  • With subordinate and supervisors, participates in establishing operational plans and initiatives to meet department/division goals and objectives; implements work unit plans, work programs, processes, procedures and policies required to achieve overall performance results; coordinates and integrates functions and responsibilities to achieve optimal efficiency and effectiveness; participates in developing and monitoring performance against annual budgets; establishes performance requirements and personnel development targets; provides coaching for performance improvement and development; takes disciplinary action to address performance deficiencies, in accordance with the City’s human resources policies and procedures and labor contract provisions.
  • Participates in the development of and monitors performance against the annual division/unit budget.
  • Establishes performance requirements and personnel development targets; monitors and evaluates the quantity and quality of staff performance. Supervises subordinate supervisors and staff; provides training and instruction; takes disciplinary action to address performance deficiencies in accordance with the City's Personnel rules, policies, and labor contract provisions; and conduct annual performance evaluations.  Provides day-to-day leadership and works with staff to ensure a high performance, customer service-oriented work environment which supports achieving City objectives and service expectations; provides leadership and participates in programs and activities that promote a positive employee relations environment.
  • Manages the preparation of a variety of studies and reports relating to current and long-range City capital improvement needs and fixed assets; plans and directs project management activities for a variety of capital improvement and maintenance projects, including the preparation of plans, specifications, designs; estimates, and schedules; establishes conditions of approval; coordinates inspections and project monitoring programs.  Develops and monitors systems and procedures for contract administration to ensure compliance with technical and legal requirements; oversees preparation of bid documents and selection of consultants and contractors. 
  • Provides technical assistance to staff; reviews and evaluates plans for proposed assessment and maintenance districts and related bond and fee requirements; reviews subdivision and development proposals.  
  • Supervises, plans, organizes, directs, and reviews the work of professional and para-professional engineering teams in the preparation and/or review of engineering plans, specifications, designs, cost estimates, reviews and sets requirements/conditions for various types of development projects, easements and legal descriptions, plan checks, construction inspections, permit issuance, project water quality conformance, and materials testing for a wide variety of construction and maintenance projects; performs traffic engineering and transportation planning activities and studies; schedules and budgets and recommends adjustments as needed to expedite projects and ensure reasonableness; reviews drawings and specifications for compliance with City standards; ensures project compliance with federal, state and local laws, regulations and policies.
  • Manages and administers operations, activities, and programs in compliance with accepted federal, state, and municipal standards governing public works construction, public utilities construction, traffic engineering and engineering surveying; manages plan check and project management tracking systems.  
  • Reviews, analyzes, and recommends changes to the City construction policies and procedures; recommends and coordinates design changes, where appropriate.
  • Keeps informed and up to date on current construction design techniques, Caltrans design requirements, changes in codes and regulations, new construction materials and methods.
  • Works with developers, contractors, engineers, architects, and others regarding unusual construction and compliance problems.
  • Ensures the maintenance of detailed records of section activities, findings, and results, including electronic files and hard copy files. Properly identifies annual records to be archived or destroyed in accordance with City policies. 
  • Coordinates and integrates multi-phase design, development, and construction projects with various regional, state, or federal jurisdictions, as well as with special-interest groups, other stakeholders, and the public; drafts interagency agreements for reimbursement and conveyance of easements; reviews and verifies rights-of-way procedures for projects to ensure proper acquisition.
  • Represents the City with other public and governmental agencies, community and business organizations, citizens, and the public; promotes communication and understanding of City operations, policies and goals by attending and participating in various meetings, committees and task forces, internally and in the public arena; delivers presentations and prepares reports summaries for City Council meetings; responds to and provides information to external agencies and citizens as required; participates and provides review and recommendations for Developer Project Design Review Committees and attends Planning Commission meetings as needed representing their work unit.
  • Oversees the preparation of complex grant applications for project funding from various governmental agencies. Oversees project compliance with grant requirements.
  • Coordinate related engineering activities with other City departments, divisions, and outside agencies.

QUALIFICATIONS GUIDELINES:

Education and Experience:

A typical way of obtaining the knowledge, skills, and abilities outlined above is graduation from a four-year college or university with full accreditation status granted by an institutional or specialized accrediting body recognized by the U.S. Department of Education or the Council for Higher Education Accreditation with major course work in Construction Management, Civil Engineering or related field; five years of professional engineering or capital improvement project delivery experience, preferably involving several years in a lead or administrative capacity; or an equivalent combination of training and experience.

Knowledge of:

Subdivision Map Act, California Environmental Quality Act, and Professional Engineers and Land Surveyors Act; Public Contract Code, Government Code, Vehicle Code, Public Utilities Code, Streets and Highways Code; management and supervisory principles and practices, including budgeting, goals and objectives development, and work planning principles; principles and practices of civil engineering development, and public works construction; federal, state and local codes and regulations governing public works and building construction; trends, approaches and problem-solving techniques used in construction engineering and inspection and compliance processes; local government organization and service delivery, as related to assigned managerial area of responsibility; modern methods of construction and structural design concepts; techniques, equipment and materials used in public works construction projects; engineering survey principles, techniques, mathematics, and procedures.

Ability to:

Operate a computer terminal and use word processing, spreadsheet, graphics and related software programs; operate a calculator and standard office equipment; plan, organize, supervise, train and evaluate the work of professional, technical, and administrative support staff; prepare, administer, and monitor a section budget and anticipate future budgetary needs; communicate effectively, either orally or in writing; interpret and apply complex rules, regulations, laws and ordinances; establish and maintain effective working relationships with staff, management, contractors, developers, consultant, public and private representatives and others encountered in the course of the work; analyze technical design engineering, construction engineering, and surveying problems, evaluate alternative approaches, and adopt effective solutions; manage projects; prepare detailed written material, including staff and administrative reports analysis of policies, proposed code amendments, and changes to established programs and policies; exercise sound, independent judgment and initiative within established guidelines.

Special Requirements:

A valid California class "C" Driver's License and; have the ability to maintain insurability under the City's Vehicle Insurance Policy. A valid California Class "A" or "B" Driver's License may be required dependent upon area of assignment.
