The City of Prescott Department of Public Works is seeking an experienced, knowledgeable, and professional Water Resources and Environmental Services Manager to assist with the planning, development and management of the City’s Water Resources, Stormwater Management and Floodplain Administration. Under the general supervision of the Deputy Director, the desired candidate has education, experience and skills in water resource management and conservation programs; performs complex technical and administrative work related to the Stormwater Management Program; and acts as the Floodplain Administrator for the City.

Education and/or Experience: A Bachelor of Science degree in Civil Engineering, Environmental Science, Natural Resources Management, Hydrology, Sustainability, Public Administration, Business Administration, Public Policy, or closely related field is required.  A minimum of 5 years supervisory experience in a related field is required.  A Master’s degree with a focus on water is preferred.  Work experience in Water Resources Management is a plus. A Certified Floodplain Manager (CFM); Diplomate, Water Resources Engineer (D.WRE); and/or Professional Hydrologist (P.H.) credentials are preferred.  A Professional Engineer (P.E.) and/or Professional Geologist (P.G.) licenses are bonuses.


  • Manages all aspects of water resources including but not limited to supply types and their related state statutes and rules.  Coordinates and implements Prescott AMA (Active Management Area) management plans; ensures compliance with current AMA-wide and statewide water regulations. Supervises/Supports staff liaison in representing the City on matters related to Water Resources with the Arizona Department of Water Resources (ADWR), the Arizona Department of Environmental Quality (ADEQ), and organizations such as Northern Arizona Municipal Water Users Association (NAMWUA), and others as assigned. Ensures compliance with ADWR’s Decision and Order regarding Prescott’s water resources and assured water supply. Oversees the preparation and submittal of various Water Resources reports to Arizona Department of Water Resources and other State agencies as required. Provides guidance and recommendations to City Council and City Management on Water Resources topics; responds to internal and external inquiries, provides information, researches problems and concerns, and initiates resolutions. Updates the City Manager’s office regarding current and proposed legislation and regulations regarding Federal and State water and environmental issues, and administrative regulations affecting water resource management assignments.  Makes recommendations on City positions for proposed legislation affecting Water Resources, conservation, historical water practices, decisions, and current issues. Provides staff support to Council Subcommittees related to water resources, including agenda preparation, staff reports, research, and presentations.  Oversees staff with the goal of achieving and maintaining compliance with the City’s Arizona Pollutant Discharge Elimination System (AZPDES) MS4 and Multi-Sector General Permits. Updates the city’s Stormwater Management Plan as needed. Works with other Divisions to implement special construction projects including reading and interpretation of construction plans and specifications. Oversees and assists staff to resolve citizen inquiries and complaints concerning Stormwater issues. Responsible for the development and implementation of the City’s Drainage and Floodplain Management Ordinances. Responsible for development and implementation of the Drainage and Floodplain Management Chapters of the city’s General Engineering Standards. Provides training to permit center staff related to floodplain development permit applications for all development located in a Special Flood Hazard Area (SFHA).  Reviews and evaluates staff effectiveness. Provides training and guidance to staff on the dissemination of information related to Base Flood Elevations and general questions about floodplain/floodway boundaries. Reviews elevation certificates for completeness and accuracy. Identifies deficiencies before accepting as part of a development application. Completes the Community Rating System annual recertification and 5-year Cycle Verification Visits. Participates in and responds to FEMA and ADWR Community Assistance Visits. Educates community members and local officials about stormwater and floodplain management issues. Ensures building officials are fully aware of building code requirements related to floodplain development. Maintains complete documentation and permanent records of all floodplain activities. Investigates violations of the Drainage and Floodplain Management Ordinances and initiates corrective action. Effectively leads, supervises, mentors, and trains Water Resources and Environmental Services staff (currently 4 full-time equivalent positions), including recruitment to fill vacant positions with qualified, high-performing individuals as needed.

Knowledge, Skills and Other Characteristics:

  • Federal, State, and City rules, regulations, policies, procedures, codes, particularly those governing water resource management, supply and utilization in Arizona. Familiarity with the Groundwater Code and practices within an Active Management Area. Federal, State, and City rules, regulations, policies, procedures, codes, related to stormwater management, Total Maximum Daily Loads (TMDLs) and floodplain administration. ADWR, ADEQ, FEMA, and Insurance Services Office (ISO) reporting and tracking requirements for Water Resources, Stormwater and Floodplain Management. Current concepts and practices in water resource management and conservation. Hydrology, hydrogeology, hydraulics, erosion control, best management practices, stormwater controls, and flood control principles and practices. Knowledge of the principles and practices of public works construction methods, materials, and maintenance practices involving streets, stormwater and related issues. Knowledge of natural resource strategies associated with effective water resource and stormwater management programs. Ability to supervise multiple staff members, including effective delegation, communications, motivation, performance evaluation and coaching. Computer software, including word processing, database and spreadsheet applications, GIS, graphics and presentations software. Program development and implementation; manage and prioritize numerous projects simultaneously. Research and analytical reporting methods, techniques and procedures; use spreadsheets and databases to retrieve, organize, and present information. Public relations/customer service methods, techniques, practices and procedures.
  • Analyzing complex issues, recommending benefits, alternatives and impacts of projects and programs to internal and external customers. Establishing and maintaining positive effective working relationships with elected officials, department heads, employees, businesses, professional groups and the general public. Ability to present ideas effectively in writing and orally; written and verbal communication skills in both one-on-one and group settings. Written communications for technical purposes, written expression, business correspondence, and communication. Organize workload, set priorities, meet deadlines and complete follow-up tasks, while working on multiple projects. Using tact, initiative, prudence and independent judgment within general policy, procedural and legal guidelines.

Physical and Visual Ability: sufficient to effectively and safely perform required duties and to safely operate City vehicles, position related field equipment and adhere to basic safety requirements related to lifting, remote locations, etc.

Hearing and Speaking Ability: sufficient to clearly, concisely and effectively communicate in person and over the radio and telephone.
