Position Description

Seattle Public Utilities (SPU) is recruiting for an experienced, detail-oriented Senior Civil Engineer to join the Shared Services Division. This position will represent Operations and Maintenance on capital projects, be a subject matter expert for operational needs on projects, repairs, and emergencies.   This position will design emergency repairs, temporary systems and assist SPU crews when design experience is required in the field. They will review consultant and inhouse plan sets for maintainability by SPU crews and may perform review of civil, mechanical, and electrical aspects of projects in conjunction with operations staff in those areas.

Job Responsibilities

 

  • Operations and Maintenance Representative providing operational needs for projects.
  • Design temporary piping systems for mainlines, services, hydrants, and other appurtenances.
  • Work with SPU crews, contractors, CM staff, PMs, and engineering design staff on crew work for Capital Improvement projects, to ensure crews and contractor work together and follow COS standards. 
  • Prepare emergency plans as needed for major infrastructure failures, normally working with SPU’s Emergency Engineering team as well as occasionally with the Construction Management Emergency group and on call contractors. 
  • Prepare and stamp final plans and specifications for emergency projects you have overseen post emergency.  
  • Assist CIP project engineers with collecting system information, crew as-built drawings, site exploration and general research of engineering records and operational data for CIP projects.
  • Assist various SPU crews such as Water, Drainage, Wastewater, Mechanical, Electrical, and SCADA with engineering questions related to COS standards and industry standards.
  • Assist SPU crews with researching, evaluating, and testing new tools or materials
  • Conduct site visits of large diameter pipelines located in utilidor systems, dams, treatment plants, headworks facilitates, reservoirs, etc. 
  • Conduct interior inspections of large diameter pipelines to assist in constructability reviews or to gather information about these facilities.
  • Provide construction support including reviewing submittals, attending meetings, and visiting job sites.
  • Research and specify specialized water system elements such as earthquake resistant pipe, joints, etc.
  • Assist staff within the Project Delivery and Engineering Branch (PDEB), the Lines of business (Water/DWW/Solid Waste), and consultants on questions related to SPU’s systems.
  • Coordinate with other City departments or outside agencies related to SPU’s systems.
  • Conduct records research, field visits and conditional assessments of SPU assets.
  • Make presentations as assigned.
  • Provide input to project schedule and Project Management Plans.

    Qualifications

    Experience: Five (5) years professional civil engineering experience (or a combination of education and/or training and/or experience, which provides an equivalent background required to perform the work of the class).
     
    Education: Bachelor’s Degree in Civil Engineering or Civil Engineering Technology

    License, Certification and Other Requirements:

  • Current Washington State driver's license 
  • Registration as a Professional Engineer in the State of Washington
  • Work Environment/Physical Demands:
  • Required to work outdoors in all weather conditions.
  • The Ideal Candidate Should Possess Several of the Following Traits: 
  • Experience in the design of thrust restraint systems.
  • Water system design experience.
  • Drainage and wastewater system design experience.
  • Proficiency with AutoCAD or similar CAD software.
  • Have construction management or field operations experience in Water, Drainage, Wastewater and/or Solid Waste. 
  • Experience working at large facilities such as Dams, treatment plants, transfer stations, pump stations, headworks, or operations control centers. 
  • Experience working with operations personnel such as Water, DWW, Mechanical, Electrical, and SCADA crews in the maintenance and repair of existing systems. 
  • Leadership Qualities Such As:
  • Be proactive, responsive, flexible, and organized.
  • Have the ability to motivate team members to produce quality work, on time and on budget. 
  • Open minded and patient with changes and processes.
  • Communicate and work effectively within a multi-cultural workforce serving a diverse customer base.
