Job Details

  • Provides management, supervision and administration for the Engineering and Traffic Sections, including hiring, training, employee evaluations, personnel issues, preparation and enforcement of Department policies and direction;
  • Directs, plans and oversees all Capital Projects within the Highway and Parks Divisions;
  • Provides project financials to include budget, expenses and revenues:
  • Provides all cost accounting associated with Highway and Parks, Recreation and Cemetery Division’s capital projects;
  • Develops policies and procedures designed to increase the efficiency and effectiveness of Division operations and address engineering service needs within the Department;
  • Oversees the electrical installation permits and traffic signal State approvals as required by law;
  • Oversees the City’s signal, sign and pavement marking network;
  • Communicates and coordinates with Department management team to track implementation of policies and receive specific recommendations and suggestions on traffic operations;
  • Provides status reports to the Board of Mayor and Alderman on traffic operations, major shift in policies or procedures, and recommendations for future development;
  • Enforces various local, State and Federal laws pertaining to traffic control;
  • Develops and administers the Division budget;
  • Provides contract administration for all public improvement contracts (road, bridge, drain, traffic signal, street lighting, and parks) awarded by the City, which includes scheduling, preparation of proposals, contracts and bonds, and directs and reviews the bidding process and opening of proposals, preparing final contracts and bonds, fact sheets and maps, budget documents, contract awards, change orders, payments, final acceptance and related documents; Develops Requests for Qualifications (RFQ’s) and Requests for Proposals (RFP’s) for consultant contracts;
  • Provides contract administration for private construction contracts for the City;
  • Makes decisions and recommendations concerning the design, scheduling and construction of a wide variety of public improvements including streets, sewers, buildings, public facilities and related;
  • Reviews and makes recommendations and decisions on detailed design plans, estimates, and specification prior to bidding;
  • Develops plans for the acquisition and development of properties in connection with public parks and related areas;
  • Makes recommendations and decisions on computer systems including CAD, workstations and software, Geographic Information System (GIS), Department data bases, work processing and general office software;
  • Supervises and performs professional engineering duties in the development of plans and specifications for the Department service and construction operations;
  • Performs special projects for the Public Works Director as requested;
  • Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions;
  • Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
  • Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas;
  • Responds to citizens’ questions and comments in a courteous and timely manner;
  • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
