Position Description

Seattle Public Utilities (SPU) is seeking an Urban Watershed Operations Manager (SA2) for the Environmental Science Section. The Urban Watershed Operations Manager (SA2) is essential in recommending level of service and asset management strategies for the City's drainage system by making sure that the systems and assets are properly planned, designed, maintained, operated, and monitored throughout their lifecycle. This position provides strategic direction, establishes performance standards, and critically evaluates capital improvement projects and programs.

Job Responsibilities

 

  • Serve as the operational lead in the planning, analysis, and coordination of the utility's surface water conveyance assets. 
  • Manage and implement comprehensive asset management programs for creek culvert and surface water assets.
  • Establish surface water conveyance objectives, define and measure accomplishments, and assess the level of impact.
  • Manage, identify, and develop education for SPU staff for operational efficiency of system maintenance activities.  
  • Develop operation monitoring details, update facilities operation plans, evaluate site monitoring locations, develop operations response center guidance, onboard and document new assets, and develop asset monitoring plans. 
  • Represent SPU’s urban watershed needs during development of agreements between other government agencies and City Departments. 
  • Perform site visits, document, and report on issues in response to drainage conveyance concerns.  
  • Provide recommendations to address chronic operations and maintenance issues.
  • Coordinate environmental review and permitting of complex operations and maintenance projects.
  • Provide policy recommendations around level of service and implementation of programs to address flood, climate, fish passage, and habitat resiliency.
  • Meet with the public and representatives of other agencies and City departments to discuss current or proposed projects to address conveyance constraints or issues of concern.
  • Represent the City to external audiences and stakeholders in intergovernmental technical and policy forums.
  • Develop scopes of work, manage consultant duties, review work products, and track contract expenditures.
  • Provide lead direction to other staff and supervise direct reports.

    Qualifications

    Experience: A minimum of seven (7) years of experience
     
    Education: Bachelor's degree in Water Resources, Environmental Planning, Environmental Engineering, Environmental Science, or related field OR two (2) additional years of relevant experience.
     
     License, Certification and Other Requirements:

  • Current Washington State driver's license
      


 

 

 

Additional Information

The Ideal Candidate Should Possess:

  • Familiarity with urban watershed management, associated environmental regulations affecting aquatic habitat in western Washington, and State and Federal fish passage requirements
  • Understanding of drainage and wastewater systems in a municipal environment
  • Ability to understand complex and difficult conveyance problems, set priorities, manage periods of high workload, and work with others to meet deadlines
  • Experience interpreting data, reporting data, and presenting data and recommendations
  • Experience reading engineering plans and providing input on maintenance issues related to culverts and drainage infrastructure
  • Ability to manage technical staff and foster a team environment that allows staff to apply their diverse skills and perspectives to achieve common goals
  • Ability to understand and implement policy guidelines for the operations and maintenance of drainage assets
  • An awareness and commitment to advancing race and social justice equity, especially in providing equitable access to drainage services
  • Excellent verbal and written communication skills, ability to work independently, ability to work respectfully and inclusively with internal and external communities and exhibit excellent customer service
  • Work Environment & Physical Demands: 
  • Most work is performed in a normal City work/office environment
  • Field assignments entail exposure to all types of weather, traffic, hazardous/toxic substances, and work in or near construction sites.
  • May be required to lift over 50 pounds.
  • May be required to stand, walk, or bend for extended periods of time.
  • Overnight travel maybe required.
